ORGANIZATIONAL CONTEXT

The Private Partnerships and Fundraising Division (PPF) is responsible for engaging the private sector (corporations, individuals, foundations) through high-impact partnerships in support of WFP's strategic priorities, and through individual giving to build and retain support from the general public worldwide. PPF has embarked on an exceptionally ambitious new strategy 2020-2025 to raise an additional one billion dollars for hungry or malnourished people and to expand the contribution to WFP from the business sector through effective and sustainable long-term partnerships as well as from private individual supporters around the world.

INDIVIDUAL FUNDRAISING

WFP is committed to growing private sector fundraising with a focus on fundraising from individuals and have developed two products - WFP.org and Share The Meal (STM). Individual giving is recognized as a fundraising channel that has been successfully used by other UN agencies generating the bulk of their private sector income. Share the Meal is a successful app. Both products are digital first.
While our global individual fundraising programme remains a priority, we need to ensure sound data compliance of our individual donors.

PURPOSE OF THE ASSIGNMENT

The Individual Fundraising team is looking for a seasoned Digital Marketing and Compliance advisor, who has experience in developing a Data compliance strategy for individual fundraising donation platforms. This person, in strict collaboration with the Manager Strategic Projects, will play a significant role in designing the data compliance framework and developing at the practical level the related standard operating procedures. Given changes in this public-facing donation platform, there is a need to assess the operationalization of these processes, and to update the existing data privacy and protection policy as it relates to WFP’s individual supporters to reflect current best practice. This should be completed in line with the launch of the new WFP.go donate page, to ensure transparency of WFP’s processes and to be accountable to WFP’s individual supporters.
To carry out such an assessment of operational processes and to update the existing data compliance policy, WFP requires the support of a subject-matter expert.

ACCOUNTABILITIES / RESPONSIBILITIES

1. Collaborate with WFP PPF’s HQ-based Individual Fundraising team on developing a consistent and detailed Data Compliance Framework for individual givers embracing new digital marketing technologies and data enrichment.

2. Support IF on the full end to end operationalisation of the privacy governance and advise on suitable and regular review points.

3. Review previously conducted internal audits and organizational SOP to ensure that privacy policy revisions and operational assessments are taking audit recommendations and WFP Standard Operating Procedures into consideration.

4. Produce robust, detailed data privacy impact assessments to substantiate recommendations, ensuring that the Individual Fundraising Data Compliance Framework evolving approach is aligned with WFP’s set of rules as well as digital fundraising industry best practice.

5. Produce clear, revised versions of the data privacy policy notice, capturing WFP’s evolving needs and tools.

6. Support the Individual Fundraising team on the development of the Unit Information Security Strategy providing subject expert feedback.

DELIVERABLES AT THE END OF THE CONTRACT

Specific deliverables by the end of the 11-month period would be: 1) Identify best practice for managing prospect research linked to data privacy and protection, and include this in an update of WFP’s existing data privacy policy notice; 2) Support the team drafting detailed data privacy assessments as required defining the related mitigation measures linked to the revised data privacy policy; and 3) Support related and parallel workstreams as appropriate.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education
▪ University degree in Business Management, International Development, International Relations, Political Science, Economics, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Work history
▪ Minimum of 10 years’ progressive experience working in Data Compliance and Digital Marketing

Hard skills
▪ Essential computer skills in Microsoft Office applications: proficiency in Word, PowerPoint and Excel
▪ Proven ability to conceptualize, plan, manage, develop and design processes
▪ Excellent understanding of global issues and ability to translate an Organisation’s mission

Soft skills
▪ Outstanding analytical, negotiation and advocacy skills
▪ Highly organized with exceptional planning skills
▪ Ability to handle multiple tasks within deadlines and deliver on commitments
▪ Ability to take initiative to solve problems and seek solutions

Language(s)
▪ Excellent command of spoken and written English
▪ Intermediate knowledge of another official UN language would be a plus (Arabic, Chinese, French, Russian, Spanish).
