The 2030 Agenda for Sustainable Development is signed by 193 governments, including the Government of Indonesia (GoI). GoI is committed to pursue the implementation of SDGs that in July 2017, GoI enacted Presidential Decree No. 59/2017 on SDGs Implementation in Indonesia – paving way to the SDG Localization effort.

Since 2016, UNDP has been assisting national and subnational governments to localize SDG in Indonesia. Operating under a regional autonomy policy, local governance is key to achieving SDGs. Many of the current development initiatives are still designed to address specific issues linearly, while on the other hand, Social Innovation Platform (SIP) is designed integrate and bring together actors and actions for a systemic approach to address SDGs. In cooperation with Bangkok Regional Hub (BRH) and Agirre Lehendakaria Center (ALC), UNDP and the Ministry ofVillage, Development of Disadvantaged Region and Transmigration (Kemendesa PDTT) pilot SIP approach in two locations: Gorontalo and West Java provinces. SIP aims to support socioeconomic recovery efforts from COVID-19 pandemic and identify potential innovative solutions to build forward better to accelerate SDGs attainment in the regions. The pilot implementation runs from 2020 to 2022, with potential replication and/or scaling-ups to more villages/provinces.

UNDP works with Planning, Research and Development Agency of Gorontalo Province (BAPPPEDA Provinsi Gorontalo) to experiment SIP approach in Gorontalo province, with focus location on Kawasan Perdesaan Prioritas Nasional (KPPN) Ponelo Kepulauan, Kabupaten Gorontalo Utara. As ‘Social Innovation Platform Facilitator for Gorontalo Province’, the incumbent will be responsible to facilitate SIP experimentation in Gorontalo province in liaison with Planning, Research and Development Agency of Gorontalo Province (BAPPPEDA Provinsi Gorontalo). S/he will provide technical assistance to village, cluster of villages, district, and provincial authorities whilst liaising closely with relevant stakeholders at international, regional, national and subnational level (which include, but not limited to Kemendesa PDTT, ministries and agencies, local government, private sector, philanthropy, academics, experts, media/press, youth groups, BRH, ALC and UNDP country offices). S/he will also support advocacy of SIP at local, national, regional and international level.

 

Duties and Responsibilities

Scope of Work

1. Supports in providing strategic inputs for the design and implementation of programme/project, focusing on the achievement of the following results:

  • Facilitation of SIP approach experimentation in Gorontalo province
  • Conduction and enrichment of SIP approach methodology and steps, which include but not limited to systems mapping, deep listening/interviews, sense-making, co-creation, prototyping and scaling activities
  • Maintained communication and coordination with BAPPPEDA Provinsi Gorontalo, UNDP implementing partner(s), consultant(s), vendor(s) and other relevant stakeholders at village, cluster of villages, district, provincial and national level
  • Liaison with UNDP Indonesia teams, Kemendesa PDTT, BRH, ALC, UNDP country offices and other relevant actors, which include but not limited to national ministries and agencies, local government, private sector, philanthropy, academics, experts, media/press, and youth groups
  • Provision of effective coordination and supports to activities and/or events and/or capacity building of subnational counterparts, which includes but not limited to meetings, focus group discussions, workshops, trainings, learnings and other knowledge sharing activities

2. Supports in strategic partnerships, resource mobilization and communication, focusing on the achievement of the following results:

  • Identified and updated relevant public and private initiatives in the region by stakeholders
  • Supports in partnerships building and resource mobilization and facilitation on coordination, dialogue, and learning between key actors in the region
  • Maintained advocacy networks that are linked to thematic issues/initiatives within the portfolio
  • Documentation of project activities, results, best practices and lessons learned in the form of infographics, videos, brochures, and other communication products, as a tool to communicate and promote UNDP works to partners and public
  • Supports in preparation on TORs, talking points, meeting minutes, summary points, activity reports, briefs, and other relevant documents

3. Supports in effective reporting on project implementation progress and in efficient administrative, logistics and finance coordination to the Project Management Unit, focusing on the achievement of the following results:

  • Updated progress and results to Programme team and relevant partners
  • Effective planning, budgeting, implementation, and monitoring of project performance, and the preparation of high quality, timely, and results oriented progress reports and final reports.

4. Supports in knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Compilation of key sources information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programmes and project staff and other relevant counterparts.
  • Leads in generating knowledge products, such as best practices & lessons learned for knowledge sharing; ensure dissemination & utilization of knowledge products, including but not limited to, the reports on narrative, hidden narrative & metanarrative, needs & opportunities, and barriers & enablers.
  • Ensure active participation in learning and knowledge sharing in gender analysis and gender mainstreaming

5. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

  • Human rights and gender equality is prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created

Institutional Arrangement

The primary reporting responsibility of the NPSA holder of Social Innovation Platform Facilitator for Gorontalo Province is to National Project Manager for ACHIEVE in Democratic Governance and Poverty Reduction Unit (DGPRU).

Required Skills and Experience

Education:

  • High school’s degree is a minimum requirement
  • Bachelor’s degree in business management, urban/regional planning, development studies, social sciences, and/or other relevant fields would be preferrabe but it is not requirement

Experience:

  • Minimum 5 years of relevant experience for candidate with High school or minimum of 2 years of experience for candidate with Bachelor Degree; preferably in the field of development.
  • Experience in working for UN agency(ies)/development partners/CSOs/NGOs is highly desirable

Required Skills:

  • Good inter-personal and communications skills.
  • Ability to work in a team
  • Up-to-date computer skills required, knowledge of spreadsheet and database packages

Additional Skills and Competencies:

  • Experience working on Sustainable Development Goals issues is an asset
  • Experience working with Government and UN/UNDP procedures is an asset
  • Minimum 2 years of work experience in the field of development and/or social innovation would be highly desirable
  • Experience in working with subnational government in Indonesia
  • Experience in liaising with national ministries and/or agencies in Indonesia is an asset

Language:

  • Native speaker of Bahasa Indonesia
  • Fluency in written and spoken English is necessary
  • Knowledge of local language is an asset
