Organizational Setting and Work Relationships

Owing to the nature of the position, the incumbent will maintain dual reporting lines being under the direct supervision of the Head of the Field Unit in Huehuetenango while technically reporting to the Associate Resettlement Officer P2 posted in Guatemala City. The incumbent¿s primary role is to support Resettlement activities through identification and follow up of protection needs and submission of PTA and Resettlement cases, as well as provision of capacity building to local stakeholders, while enhancing communication with relevant field actors. S/he contributes to comprehensive protection and solutions strategies and needs to make resettlement both strategic as well as responsive to the needs of people of concern to UNHCR.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

- Assess and interview 4 resettlement cases per week with the aim of submitting 3 cases to Resettlement countries each week, for a total of 12-14 cases (24 pax) per month
- Provide counselling to individuals
- Participate in relevant meetings concerning RST/PTA and protection issues
- Support the implementation of UNHCR¿s global Resettlement and Complementary Pathways policies, procedures and guidelines in the AOR
- Support and contribute to measures that enhance the prevention, detection and response to fraud committed by persons of concern generally and in resettlement and complementary pathways in particular
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement and complementary pathways process; comply with UNHCR policy and guidelines on HIV/AIDS
- Contribute to comprehensive protection and solutions strategies in the country operation or region
- Provide capacity building and training on RST to external stakeholders and UNHCR¿s staff when required
- Support with the identification of PTA-RST cases in the field and maintain regular communication and coordination with local stakeholders
- Perform other related duties as required

Monitoring and Progress Controls

Interview 16 RST-PTA cases per month
Draft and submit an average of 12-14 PTA-RST cases (24 pax) per month
Produce reports on RST-PTA when required

Minimum Qualifications

Years of Experience / Degree Level
For IICA-1 (International UNOPS Individual Contractor equivalent to P2/NOB) - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

Relevant Job Experience
Essential:
At least 1 year of professional work experience relevant to refugee protection work, preferably within the international capacity. Demonstrated experience in casework or case management, preferably in a refugee or immigration context.
Desirable:
Sound understanding and ability to implement UNHCR¿s policy and global strategic priorities, such as AGDM, IDP, Statelessness, and HIV/AIDS, in the area of responsibility at appropriate level. Diverse field experience. Experience working in a multi-cultural environment.

The North of Central America - El Salvador, Honduras and Guatemala - has seen a dramatic escalation in the acute violence of street gangs and organized criminal groups that is driving increased forced displacement both within and from these countries. NCA countries are experiencing some of the highest homicide rates ever recorded, and sexual violence, forced disappearances, forced recruitment into gangs, forced prostitution and trafficking of girls and women for sexual exploitation have also been reported as part of the violence pattern.

UNHCR has developed a Comprehensive Protection Strategy for NCA countries within the framework of the 2014 Brazil Declaration and Plan of Action and the 2016 San José Statement with the aim to provide protection and durable solutions to Persons of Concern (PoC). Following the growing violence and forced displacement in the region, Resettlement needs have also significantly increased over the last few years and UNHCR in Guatemala for 2022 is expected to submit a total of 3000 individuals to Resettlement countries.

Traditional Resettlement (RST) and the Protection Transfer Agreement (PTA), a protection mechanism for nationals at high risk who are still in their own countries, are offered to a percentage of PoC at high risk in NCA countries. Thanks to this latter innovative life-saving mechanism, PoC at risk are permanently transferred to a Resettlement country where they are granted refugee status. UNHCR works with civil society partners to identify cases at high risk in the country of origin, who also provide humanitarian assistance to identified cases and, when needed, provisional protection in safe houses. UNHCR interviews eligible cases and refers them to the RST country with an assessment of the individuals¿ protection needs. IOM is currently supporting the transfers with logistical and administrative arrangements.

PoC Children are often the most at risk in Guatemala and due to the transient nature of families, both high-risk Guatemalan and PoC of other nationalities, they are subject to abuse and exploitation, including trafficking and sexual exploitation. They are the most at risk to be recruited by gangs and other organized criminal groups. Given the national and regional reach of these groups, PoC children and families do not have access to adequate state protection to minimize these threats to their security. In this respect, it is estimated that at least 25% of resettlement cases processed for submission to resettlement countries undergoes a best interest process and requires the completion of a Best Interest Assessment (BIA) or a Best Interest Determination (BID) report to be submitted alongside the Resettlement application, and many cases quite often require several BIAs or BIDs.

In February 2022, UNHCR opened its office in Huehuetenango with the main objective of strengthening identification, protection and assistance for refugees, asylum seekers, and Guatemalans at risk which are part of the mixed migration flow, as well as monitoring, community-based protection, and strengthening local authorities and institutions to create a safe environment for PoC. Additional main goals of having UNHCR¿s presence in this locality, according to the UNHCR Guatemala Results Framework 2022, are: the sustainability of asylum systems and the inclusion of refugees and persons of concern in national and integration mechanisms available in the department; to ensure that people find safety in human mobility dynamics and live violence-free; to promote that  refugees, asylum seekers and other persons of concern with international protection needs have access to durable solutions and are able to meet basic needs in a safe environment, being active and productive members in empowered communities.
