Scope of work:

Based in El Salvador, the Partnerships Officer (PO) will support IRC in overseeing the management, coordination, and key risk control elements of IRC's sub-awards portfolio, to ensure a high level of risk management and compliance in strong, high-quality partnerships that deliver timely and effective assistance. Along with the Grants Coordinator and Partnership Manager, the PO will oversee all steps in the sub-award management lifecycle and is a key contributor to overall project cycle management


Partnerships Management

  • Act as the IRC NCA focal point and main contact for partnerships, communicating information with the team and escalating questions or concerns as needed.
  • Support the management of sub-awards in line with the IRC Partnership Excellence for Equality and Results System (PEERS) requirements, including partner identification, partner due diligence and partner’s project capacity review, agreement, and budget reviews, coordinating timely OTIS approvals and T7 (finance coding) requests.
  • Support the Grants Manager and Partnership Manager in ensuring that all IRC grants or contracts are implemented in compliance with the relevant donor regulations and IRC procedures.
  • Update award information, related to IRC’s sub awards on the IRC’s Opportunity Tracking Information System (OTIS) and internal grant trackers are up to date.
  • Ensure the timely request for T7 codes when new sub grants are awarded
  • Provide training and capacity building to partners and IRC staff on PEERS implementation and donor rules and regulations where relevant.  
  • In collaboration with the Programs team, track sub-award partners’ deliverables and ensure that partners’ contractual reports are reviewed, and feedback is provided.
  • Process sub-award modifications in a timely manner ensuring that relevant IRC units provide their inputs and approve the modification.
  • Coordinate partnership opening, review and closing meetings with partners and IRC teams to ensure that partner projects are implemented according to the work plan and log frame approved by the donor.
  • Support IRC’s role in the delivery of capacity strengthening plans for partners in close coordination with the Partnerships Manager. 
  • Procure signatures on partnership agreements, amendments, and other required documents.
  • Maintain accurate and up to date records for all sub-awards in line with PEERS and IRC Finance policy requirements. 
  • Take forward initiatives to enhance local partnerships. In consultation with senior management and program staff, support further development of local partner capacity development, approaches, and processes. Follow-up sub-awards monitoring schedule per Partnership Assessment result and ensure both programmatic and compliance monitoring visits happened in coordination with responsible program coordinators. 
  • Coordinate the review for partners narrative and financial reports, consulting with and ensuring input from relevant staff and relevant IRC HQ office.
  • Participate in Grants Implementation Meetings and support the implementation of Project Cycle Meeting (PCM) processes.
  • Assist in the development of presentations and training materials, as required.
  • Ensure quality information management related to sub-grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and grants management tools.
  • Maintain up to date Partnership Project Tracker/ Monitoring Schedule.
  • Track and document lessons learned from finalized subawards.
  • Collaborate with other IRC departments (Supply Chain, Finance, HR, and  Programs to support the partner) and identify opportunities for IRC to support partner capacity strengthening efforts. 


Documentation and Reporting: 

  • Ensure that comprehensive electronic and physical files for partnerships are maintained. 
  • Oversee and work with other partnership staff to review monthly internal reports and support the drafting and compilation of partner reports into overall donor reports. 
  • Provide inputs to donor proposals and reports.  
  • Draft informational documents about IRC´s programming approach and partnership models.


  • Coordinate the review and approvals of grant agreements, partnerships, amendments, and reports with the region and/or relevant IRC HQ functions, ensuring approvals are tracked on OTIS.
  • Coordinate partnership information between all teams at IRC NCA including Finance, Programs, and SMT.
  • Maintain a strong relationship with the regional program support team, ensuring key communication is recorded and socialized within the team.
  • Liaise with technical units and other HQ support departments, as needed.


  • Provide back-up support for the Partnership Manager, as required
  • Support business development and the coordination of proposals, as requested
  • Participate in special projects as needed.
  • Assist with the organization and note taking of meetings and events.
  • Assist the Communications team and the region in drafting, revising, and updating summary information about the NCA program, and help draft summaries.
