Org. Setting and Reporting

This position is located in the United Nations Counter-Terrorism Centre (UNCCT) of the Office of Counter-Terrorism (OCT) at UN Headquarters in New York in the Cyber and New Technologies Unit. The incumbent will report to the head of unit.

The United Nations Office of Counter Terrorism (OCT) was established by the Secretary-General in 2017 to implement the United Nations Global Counter-Terrorism Strategy. The Strategy, adopted by consensus in 2006, mandates the United Nations to provide capacity building assistance to Member States to support their efforts in countering and preventing terrorism. The United Nations Counter-Terrorism Center (UNCCT) is placed within the OCT Office and undertakes counter-terrorism capacity building projects at the global, regional and national level to contribute to the full implementation of all four Pillars of the UN Global Counter-Terrorism Strategy through the OCT. Cyber and New Technologies Unit is located with the UNCCT and is implementing Global

Counter-Terrorism Programme on Cybersecurity and New Technologies, The programme supports Member States, international and regional organizations and the United Nations entities in raising awareness on challenges and opportunities related to new technologies in countering terrorism, and strengthening their capacities to develop and implement relevant policies, protect critical infrastructures from terrorist cyber-attacks and counter and investigate terrorist use of new technologies.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned programmes/projects relating to new technologies and/or cyber-security in countering terrorism;
• Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops on new technologies and cybersecurity in countering terrorism, through other interactive sessions and training.
• Researches, analyzes and presents information gathered from diverse sources on challenges and opportunities of new technologies as well as cybersecurity in countering terrorism.
• Keeps abreast of new developments in the field cybersecurity, artificial intelligence, virtual assets, abuse of the Internet and social media by terrorists and related policy and regulatory approaches.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, background notes, talking points, speeches, letters, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities in the areas of cyber-security and counter-terrorism.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Knowledge and understanding of international initiatives, agreements, and debates on cyber-security and counter-terrorism, including relevant resolutions of the Security Council and the General Assembly. Education

Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, information technology, law, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management is required.

A minimum of two years of experience in managing capacity-building projects on preventing and countering terrorism is required.

Experience in programme budgeting and reporting is required.

Experience in developing knowledge products on new technologies, organizing training and workshops is required.

A minimum of two years of experience in implementation of cyber-security or new technologies capacity building projects in counter-terrorism context is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
