Job Overview:

The main purpose of this position is day to day implementation of the Shelter Project  such as cash for rent, Shelter upgrading and construction of permanent, and semi-permanent shelters, and to work closely with community’s/local authorities for construction of shelters and schools, supervision on construction, as well as latrines at community and school level. Ensure quality of construction materials, works, and service and monitor safety of the workers by using safety tools in construction site.

Generic Responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the support function portfolio according to plan of action.
  • Implements independently, procedures and activities within own function or core competency as delegated.
  • Ensure proper filing of documents.
  • Prepare and develop status reports as required by management.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  • Produce reports on weekly, monthly and require base as well.
  • Promote and share ideas for improvement of the support function Responsible for: assessment, vulnerable beneficiary selection, project planning, implementation and monitoring for shelter construction activities.
  • Collection and analysis shelter data and report to shelter officer.

 

Specific Responsibilities:

  • Have understanding of all programs’ goals, objectives, implementation plan and expected result / output.
  • Responsible for assessments; project planning, implementation, quality control and monitoring of cash for rent, and other shelter activities.
  • Organize/contribute to technical assessments related to shelter (shelter upgrading, and construction of permanent shelters etc.) and other construction activities technical documents (design and BOQ).
  • Inspect and monitor shelter construction and other infrastructures. Report any changes in the design and contribute to alternative solution.
  • Responsible for all the phases of the Shelter, school, and cash for rent including but not limited to; beneficiary selection, project planning, field assistant, project implementation and evaluation.
  • Monitor construction activities regularly and within the agreed timeframe.
  • Work under the direct supervision of Shelter officer/Coordinator for field based activities and community mobilizations.
  • Organize and contribute to activities for achieving deliverables required in the project log frame.
  • Produce reports regularly as per the project requirement.
  • Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Village assessment; identify needs and resources, shelter types, data on returnees/ IDPs and vulnerable host communities.  
  • Provision and completion of all field related forms, contracts and retain in profile.
  • Responsible for quality maintenance of shelter and latrine in target area.
  • Remain updated on technical and legal considerations (national laws, standards and codes)
  • Coordinate the material loading, transportation and delivery with logistic and warehouse assistant.
  • Participate in NRC all staff seminars and training, when scheduled.
  • Properly operate the NRC assets.
  • Ensure all program data are accurately collected and reported;
  • Verify the quality and quantity of Cash/construction material is distributed to the beneficiary’s families, is correct and according to the delivery plan.
  • Monitor shelter construction activities within the agreed timeframe.
  • Maintain shelter beneficiaries’ documentation both on field and office levels and on its profiles.
  • Beneficiaries and community workers training regarding shelter and latrine construction.
  • Conduct the meeting with community/or village elders, Malaks, local authority and other stakeholders at field level
  • Upon successful completion of construction stages reports to shelter officer for progress report.
  • Any other related tasks assigned by the supervisor.

 

Generic Professional Competencies:

  • Education: Bachelor Degree Civil Engineering.
  • 2 Years experience from working in a Humanitarian / Recovery context.
  • Knowledge and experience within a relevant administration, Shelter or technical field and ideally a relevant, construction activities management.
  • Demonstrated experience in conducting rapid emergency assessments in projects.
  • Experience in working in insecure/conflict environments.
  • Manage time effectively, prioritizing tasks and able to work to deadlines.
  • Good cultural, social, political and security knowledge of the area.
  • Proven communication, interpersonal and negotiation skills with strong experience.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge of cash-based interventions and market based programmes.
  • Some knowledge of English.
  • Working knowledge of English language.
