ORGANISATIONAL CONTEXT

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. IDLO is the only global intergovernmental organisation exclusively devoted to promoting the rule of law and access to justice.

With its headquarters in Rome, Italy, a Branch Office in The Hague, Permanent Observer Missions to the United Nations in New York and Geneva, and 18 Country Offices across the globe, IDLO carries out policy advocacy, research and the rule of law and justice programmes, operating in every region of the world. 

The Department of Programmes is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLOʼs global programme portfolio for field and non-field locations in line with organisational strategy.

THE POSITION

Under the direct supervision of the Afghanistan Programme Lead, the Programme Coordinator supports the implementation of Afghanistan programming. The Programme Coordinator is responsible for overall programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.

Summary of Functions:

1. Support day to day programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures.

2. Monitor programme activities to ensure compliance with contracts and procedures and that programme cycle quality controls are in place.

Key results expected

1. Support day-to-day programme implementation, including work planning, budget review, monitoring, and reporting, and ensure that all programme phases are consistent with its design and delivery schedule and in accordance with IDLO processes, policies, guidelines and procedures:

  • Manage the coordination of work and information between IDLO Offices;
  • Support development of implementation plans by means of standardised programme cycle management  
  • and monitoring tools,  work plans, monitoring evaluation and learning plans, and others;
  • In coordination with the Afghanistan Country Office, monitor daily programme implementation issues, including revisions to its design and work plan; make recommendations for timely and optimal course  corrections;
  • Draft, collate and provide input for the finalisation of internal and external reports, in collaboration with the Country Office and the Monitoring and Reporting Manager; coordinate the approval and submission of programme reports; ensuring these highlight the  value and impact of the programme/activity brings;
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports, identifying correct allocation of costs and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor and budget holder; and
  • In conjunction with HR, support in the timely identification and screening of program consultants/contractors and processing of contracts.

2. Monitor programme activities to ensure compliance with contracts and procedures and that program cycle quality controls are in place:

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting with the supervisor and the appropriate department on any potential compliance issues. Monitor compliance with  project contracts and subcontracts;
  • Under the leadership of the Evaluation Unit, support the evaluation of projects;
  • Ensure program deliverables meet quality standards and proactively seek input from relevant  substantive internal experts; and
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme; respond to internal and external requests for such research.

3. Contribute to programme development:

  • Generate ideas and develop concept notes/proposals for projects and programme activities that are  aligned to institutional, regional, or country priorities;
  • In coordination with the Office of the Programmes Department and when requested by the supervisor, develop proposals   or concept notes aimed at innovatively expanding IDLOʼs programme portfolio; and
  • Collaborate with country program staff and local partners, ensuring that perspectives and expectations are reflected in the design of the project and gathering support in its implementation.

IDEAL CANDIDATE PROFILE

Education and Experience

  • Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences.
  • 3-5 years of relevant professional experience, ideally within an international organisation.

Languages

  • Fluency in English
  • Fluency in Persian or Pashto would be an advantage.

Knowledge, Skills, and Abilities

  • Familiarity with standard programme and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles;
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
  • Works well with others and actively participates. Shares information contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation. Works effectively across and within IDLO organisational boundaries.
  • Proven ability to see through tasks set and deliver results.
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  •  Ability and willingness to travel to Afghanistan when necessary.
  • Keen sense of ethics, integrity, and commitment to IDLOʼs mandate.

TERMS AND CONDITIONS

For this internationally professional recruited position, IDLO shall offer the selected candidate an international Affiliate Contract of 12 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall also offer a yearly basic salary of  EUR 37,762  and a benefits package including provident fund contribution, medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules. Relocation and installation support is also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
