Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections of nuclear facilities in over 180 States; and technical staff, responsible for a wide range of activities including\: developing concepts, approaches and methods for implementing safeguards; designing, developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, processing, evaluating and analysing safeguards-relevant information; and providing information and communication technology infrastructure and services. In addition, the Department benefits from staff providing support in the areas of human resources, finance, communication and administration. 

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process. 

 

Main Purpose

 

Reporting to the Section Head, the Geospatial Technologist enhances the geospatial and satellite imagery technical capabilities of the Section for the monitoring of nuclear facilities and infrastructure and to support Nuclear Safeguards Inspectors in their preparations for infield inspection activities. This involves interesting and varied work contributing to the maintenance, development and integration of expert GIS tools and the optimization of evolving technologies.

 

Role

 

The Geospatial Technologist is a specialist in GIS technology, standards, geodatabase management, and the integration of information artefacts and software components into analytical products. As an important collaborator in the design and implementation of GIS architecture, the Geospatial Technologist plays a key role in maintaining and enhancing enterprise GIS systems and associated infrastructure for the production of high quality geospatial analytical findings for stakeholders.

 

Functions / Key Results Expected

 

• Contribute to the continuous development and enhancement of expert tools (GIS and ELT processing/analytical software) and processes, and provide direct support and technical advice to the Section.
• Ensure the provision of technical capabilities to conduct advanced geospatial and imagery analysis and disseminate geospatial information to authorized users.
• Act as the technical liaison with the Office of Information and Communications Systems (SGIS) to secure the necessary support for the Section’s activities and ensure the alignment of tools with the IAEA’s IT standards.
• Act as the technical lead for the consolidation, enhancement and development of geospatial capabilities, including satellite imagery, implementing industry best practices and optimizing benefits from fast-evolving technologies.
• Ensure the reliability, availability and sustainability of the Division’s suite of expert tools and dissemination applications, including its customized enterprise geospatial platform.
• Monitor, tune and enhance the performance and capabilities of the enterprise geospatial platform within the Department’s secure IT infrastructure.
• As a software expert, establish and maintain technical liaison between the Section, Division and Department, as well as engaging with external commercial vendors, contractors and consulting companies in relation to expert tools.
• Uphold and manage licences for expert tools and provide advice to management on new requirements, needs or proposed adjustments.
• Work with the Department to ensure the secure and effective dissemination of the Section’s deliverables, i.e. analytical products and services, to other IAEA enterprise systems.
• Contribute to the development of proofs of concept, new technical requirements, and statements of work, and support the customization of applications to enhance the Section’s capabilities and consolidate customers’ requirements.

Qualifications, Experience and Language skills

 

• Bachelor's Degree - University degree in GIS, remote sensing, geography, computer science, information science or a closely related field.

• Minimum of five years of practical hands-on experience in supporting advanced image analysis through geospatial and satellite imagery exploitation supported by large GIS server web-based enterprise.


• Experience in the implementation and configuration of Esri ArcGIS Enterprise, GeoServer, Elasticsearch and other desktop and spatial database engines with a focus on secure map services and system integration.

• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23510, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
