Background

Forearms of Change Center to Enable Community (FOCCEC) is a non-governmental organization (NGO) founded in 2012. FOCCEC works mainly in the sexual reproductive health and rights field, focusing on HIV, STIs and Gender-Based violence, and is the only organization working specifically in the fields of HIV and STIs in Jordan. FOCCEC builds its programs on three interventions: Prevention, Protection, and Advocacy. FOCCEC provides technical, medical, social, legal, psychological, counseling, and empowerment services to vulnerable communities who are at high risk to be infected with HIV as well those who are infected with HIV/AIDS, STIs. In addition to these target groups, FOCCEC serves those suffering from sexual exploitation, domestic violence, social exclusion, and their partners and families. FOCCEC is located in Amman and provides services for everyone regardless of nationality, gender, sexual orientation, religion, and race, etc. FOCCEC has expanded its services through partnerships with civil society organizations in three governorates (Zarqa, Irbid, and Mafraq), providing its main services through civil society partners. FOCCEC's primary focus has been the direct delivery of comprehensive prevention and treatment services for the vulnerable communities above.
FOCCEC is an implementing partner and one of the eight sub recipients of the Global Fund and Frontline AIDS multi-country grant, a transition grant focusing on domestic resourcing and organizational development of implementing partners. The Nadoum project aims to increase the sustainability and quality of HIV prevention, treatment and care services for key populations (KP) in MENA to accelerate progress on UNAIDS fast-track targets. The first phase of the project was 2019-2022. FOCCEC is currently in the second phase, which will run until 2024.

The expected outcomes and anticipated results of this regional program are:

      SO1: Increase resource mobilization, technical and management capacity for KP organizations;
      SO2: Develop, document, support and promote use of innovative and sustainable community-led service delivery models;
      SO3: Advocate for increased domestic financing for quality HIV prevention, treatment and care services for KPs though public health systems, community systems or through social contracting;
      SO4: Reduce structural barriers, including stigma and discrimination against KPs and improve care retention and access to health services;
      SO5: Document human-rights violations against key populations and develop response plans;
      SO6: Support processes and policy reforms towards the scale-up of comprehensive prevention programs for people who use drugs.
FOCCEC will work through the implementation period 2022-2024 on all of the above interventions except SO

Overall Purpose of the Assignment

In order to sustain the implementation of its programs for vulnerable and marginalized groups, FOCCEC needs reliable sources of funding to support its work. This calls for the establishment of a resource mobilization unit within FOCCEC to oversee funding acquisition and utilization. A Resource Mobilization & Strategic Partnerships Procedure (RMSPP) is needed to guide FOCCEC staff on the changing donor landscape and to suggest improvements for current resource mobilization efforts. In addition, guidelines for donor engagement and additional documents/tools are necessary to enhance FOCCEC resource mobilization capacity. To this end, FOCCEC seeks to engage the services of a Resource Mobilization and Strategic Partnerships Consultant who will support the development of a resource mobilization unit within FOCCEC. Under the overall guidance of senior management, the consultant will work on the following scope of work to achieve two primary objectives. The first objective is to create a foundation for resource mobilization at FOCCEC through the establishment of a resource mobilization unit. The second objective is to provide the guidance and resources necessary to build the internal capacity of FOCCEC staff to carry on and produce successful resource acquisition beyond the consultancy period.

Scope of Work/Work Assignments:

  1. Provide FOCCEC with a concept note that will articulate the overall requirements of the ToR including work plan with clear timelines and division of work
  2. Consult with the FOCCEC RM team to understand the organization’s vision, mission, and focus areas and to assess resource mobilization knowledge gaps to aid in the establishment of a resource mobilization un
  3. it

Review FOCCEC’s current resource mobilization effort; project proposals, knowledge management products and funding model to better understand the needs and to help position the organization to create a RM unit for the purpose of funding expansion, including financing initiatives and mechanisms to stabilize the flow of funds; identification of FOCCEC funding gaps and how to address them
  5. Develop a Resource Mobilization & Strategic Partnerships Strategy (RMSPS) providing analysis of the funding environment and suggesting 3-4 income streams for FOCCEC e.g. Trusts and Foundations, Private sector funders
  6. Develop organizational fundraising guidelines that will cover key concepts, principles, and practices, and ethics and accountability for fundraising
  7. Gather information for the development of a Resource Mobilization and Basic Financial Management Manual that includes standard operating procedures and the direction of resource acquisition and utilization, approvals and follow up
  8. Build FOCCEC staff capacity on resource mobilization for the purpose of maintaining a resource mobilization unit at FOCCEC, including coaching in development/implementation of RM strategies, tools and skills, trends and sources of RM to aid staff in resource mobilization
  9. Conduct training for FOCCEC RM team on resource mobilization and financial management for non-profits
  10. Act as advisor for RM unit at FOCCEC and oversee implementation of resource mobilizations strategy
  11. Create a fee paid merit membership for local community persons and organizations who might support FOCCEC activities and promote membership.

Consultant Deliverables:

The following will be the expected deliverables of the consultant; the consultant can work remotely of FOCCEC

  1.  A concept note that will articulate the overall requirements of the ToR and clarify the timeline for the consultancy
  2. Develop a Resource Mobilization & Strategic Partnerships Procedure (RMSPP) as well as composed of the operational documents related to the fundraising
  3. Create a fee paid merit membership and promotion
  4. Financial Management Manual
  5. Supporting resources to aid in FOCCEC staff capacity for RM
  6. Conduct training for FOCCEC staff on resource mobilization and financial management for non-profits
  7. Develop organizational fundraising guidelines

Duration and timeframe

The consultancy is expected to be completed within 10 days (DATES TBD), in which the consultant will have to provide FOCCEC with a concept note that will articulate the overall requirements of the ToR including work plan with clear timelines and division of work.

Payment

The payment details will be mentioned in the contract, FOCCEC will provide the consultant with the consultancy fees based on the deliverables and the completion of the work. The Payments will be in Jordanian Dinar paid by check subjected to income tax.

Consultant Competencies, Experience and Skill Requirements:

  • Advanced degree in health financing, health economics, business development, marketing or fundraising etc. 
  • 7+ years professional experience in resource mobilization, financing, fundraising, financial management, or public health with a focus on health economics or health financing and donor relations
  • Able to prepare and submit deliverables and maintain a work schedule that reflects the main objectives outlined in the scope of work
  • Demonstrable results in attracting public and private sector funding for social development activities
  • Proof of financing social development or health strategic plans at national level
  • Excellent knowledge of HIV/AIDs in Jordan and the MENA region
  • Demonstrated capacity to identify and resolve problems of coordination among multiple stakeholders
  • Ability to work with a wide cross-section of partners: government, NGOs, communities, academic institutions, media and international donors
  • Excellent negotiation, coordination and communication skills
  • High computer literacy; familiarity with standard word processing, spreadsheet, database, publishing, internet research, and e-mail communication 
  • Strong report writing skills
  • Excellent communication in oral and written in English and Arabic is required
