UNDP Country programme (2018-2022) in the Kyrgyz Republic has been designed in line with the UNDAF 2018-2022 and National Development Strategy to be responsive to the challenges of the Kyrgyz Republic. UNDP’s Programme in the Kyrgyz Republic focuses on three areas:  eradicating poverty; structural transformations; and building resilience.

For the area of building the resilience of the country, UNDP has been collaborating with the respective government departments, UNCT, and CSOs in the Kyrgyz Republic to strengthen the institutional, technical capacities, and partnership in DRR.

UNDP Country’s DRR projects set out to build preparedness, mitigation, recovery capacities of communities, the civil society, and local and national institutions to manage the impact of disasters, including in the area of Fire safety, Uranium legacy, mining, Covid-19 response as well as the capacity to incorporate DRR into development planning.

UNDP is currently implementing several DRR projects with the Ministry of Emergency Situation and other government authorities together with international partners (Korea International Cooperation Agency, Government of Japan, European Union, and Swedish Environmental Protection Agency, research institutions) to address the needs and gaps of these areas while catalyzing other policy and programmatic action across sectors to reduce, mitigate, prepare for and holistically respond to disasters.

The overall objective of the assignment is to provide efficient support in the implementation and management projects, including collaboration on UNCT initiatives and project activities at the global, regional and national levels under UNDP Country’s DRR projects.

The role will also include support in donor reporting (KOICA, EU, SEPA), stakeholder liaison, oversight of logistics, and support for oversight of financial management and M&E.

Duties and Responsibilities
  • Provide technical support for overall project implementation, budget preparation, planning and general monitoring of the project, including support in coordination activities with government counterparts and various stakeholders for effective project implementation;
  • Provide support in aligning the project activities within the UNDP mandate and corporate priorities, National strategies/programme, Project documents and contribution to the capacity development of the national counterpart institutions.
  • In close liaison with the focal points, provide technical support in the preparation of the Project Annual Work plans, Project Quarterly Reports, Project Implementation Reviews, Progress and Final Reports, Budget Forecasts;
  •  Undertake regular monitoring field visits to ensure the quality control of input from consultants and subcontractors assisting with the project;
  • Provide support in ensuring adequate information flow, discussions and feedback among the various stakeholders in coordination with the UNDP Programme Unit per the management arrangements established in the Project Document and to the project working groups;
  • Provide support in operational management of the Project in compliance with the UNDP Rules and Regulations.
  •  Provide support to ensure the delivery of the assigned project resources against approved budgets;
  •  Provide support in liaising with key stakeholders and other partners to ensure proper coordination and partnership within the framework of the Project activities implementation.
  • Handle correspondence and keep the respective filing system related to the Project and to general project matters in compliance with the UNDP Rules and Regulations;
  • Provide support in arranging Project(s) events including meetings, training and other activities related to Work plan(s) implementation;
  • Assist in coordination of the Project(s) activities with other projects and initiatives, towards avoiding duplication of work and participatory and greater results;
  • Perform other duties that may be required by DRM Advisor/Projects Coordinator for effective implementation of the Project activities and conceptualization of new projects/initiatives.

Institutional Arrangement

Under the direct supervision of the DRM Advisor/ Projects Coordinator, the Programme Analyst will be responsible for providing efficient support in the effective implementation and coordination of projects.

Required Skills and Experience
  • Master’s degree in Environmental Management, Disaster Management, Development Management and other related areas.
  • Bachelor’s degree in above areas in combination with 2 (two) years of relevant experience will be given due consideration in lieu of Master’s degree.
  • Minimum of 2 (two) years of experience (with Bachelor’s degree) working on projects with a specific focus on Disaster Risk Reduction, Recovery, and Resilience or closely related area.
  • Previous working experience with international organizations and familiarity in working on ODA (Official Development Assistance) project is an asset;
  • Experience of work with local government and the high-level government officials representing central government bodies and local administrations is an asset;
  • Relevant work experience with UN agencies, international non-government organizations, and bilateral and multilateral donors is an asset;
  • Experience in conducting assessments or analyses on Climate Change (CC) and Disaster Risk Reduction (DRR), Recovery, and Resilience is an asset;
  • Experience in procurement, processing of payments, project budgets, and other administrative processes in development organizations is an asset

Required Languages:

  • Fluency in English and Russian is required
  • Knowledge of the Kyrgyz language is an advantage.

Required skills:

  • Knowledge of disaster risk reduction and/or environmental protection issues and the national DRR system of the Kyrgyz Republic;
  • Knowledge in writing technical papers and preparing presentations on climate change and DRR related topics;
  • Good knowledge in the usage of computers and office software packages (MS Word, Excel, etc.)

Professional Certificates:

  • Certification in the field of disaster risk reduction is an asset;
  • Training in project management confirmed by certificates is a strong asset
