Job Overview:

The Human Resources (HR) Manager oversees and implements the IRC in Denver’s human resources activities, providing a spectrum of services from tactical to strategic. The HR Manager is part of the IRC in Denver’s Leadership Team and is expected to contribute to strategic direction-setting and operational problem-solving through their areas of professional expertise. This position engages with the Regional HR Partner within IRC’s Headquarters HR team to align key priorities and ensure compliance with all organization-wide policies and procedures.

Major Responsibilities:

The HR Manager provides support to and drives progress of key bodies of work within a broad range of people management focus areas:


  • Model, promote, and uphold a values-driven culture focused on integrity, service, accountability, and equality, and consistent with the IRC Way Standards for Professional Conduct.

HR Knowledge and Practice

  • Serve as a reliable source of information pertaining to HR policies, practices, and processes in response to employee and/or supervisor requests.
  • Provide guidance on all technical HR areas including compensation, adhering to our IRC global compensation guidelines in conjunction with sharing knowledge of local labor market trends.
  • Ensure compliance with internal and external HR standards and applicable labor laws, including Colorado-specific labor law.
  •  Support development and refinement of key HR lifecycle processes as needed.

Employee Relations

  • Facilitate resolution of issues escalated with HR, including basic employee welfare needs regarding benefits, payroll, HRIS, leaves of absence, and other general employee questions.
  • Lead intake, make recommendations, and support resolution of sensitive employee relations matters and workplace investigations.

Talent Acquisition

  • In conjunction with hiring managers and HQ recruitment supports, oversee all aspects of recruitment processes including developing job descriptions, posting jobs, sourcing, planning job fairs, reviewing resumes, managing interviews, completing reference and background checks, and initiating job offers.
  • Provide onboarding support for new staff, with the goal of ensuring new hire and orientation practices are implemented in accordance with IRC standards and support the success of new employees.
  • Participate in core talent activities as relevant and become proficient in delivering select training and development seminars.
  • In collaboration with the Executive Director and the IRC in Denver’s Leadership Team, design and implement a local talent development strategy.

HR Administration

  • Manage and maintain local electronic personnel records for all employees.
  • Prepare all paperwork and supporting documentation for Workday transactions to include new hires, staff transfers, supervisory changes, promotions, separations, etc.
  • Oversee leave and attendance records for all staff; ensure management and employees have accurate PTO data to make appropriate decisions.
  • Support smooth employee exit procedures; monitor status and intervene as necessary to ensure IRC standards are met for separation forms, exit paperwork, and exit surveys.

General Management

  • Promote a positive working environment that is diverse, equitable, inclusive, and accessible for all, in accordance with the IRC Way Standards for Professional Conduct and policies on Beneficiary Protection from Exploitation and Abuse, Safeguarding, Anti-Workplace Harassment, Respect at Work, Fiscal Integrity, and Anti-Retaliation.
  • Provide leadership of the HR team in accordance with IRC’s People Manager Standards, including:
  • Convening regular one on one meetings with all direct reports.
  • Effectively delegating duties and responsibilities.
  • Providing consistent and ongoing feedback and communication.
  • Supporting professional development and mentoring and coaching team members.
  • Recruit, hire, train, supervise, and evaluate HR staff, volunteers, and interns.
  • Maintain ongoing communication with the Executive Director on HR matters.
  • Proactively seek solutions to address problems and escalate management issues and concerns.
  • Assist Executive Director and Finance Manager in budgeting process.
  • Participate actively as member of the IRC Denver Leadership Team and liaise with program managers and staff to ensure efficient collaboration with all departments.
  • Other related duties as assigned.

Job Requirements:


  • Bachelor’s degree, preferably in Human Resources or Business Administration; may be substituted with equivalent number of years of experience.

Work Experience

  • Minimum of three (3) years of professional work experience in a Human Resources support function or HR service center.
  • SPHR or PHR certification strongly preferred.
  • Strong working knowledge of at least one of the following Human Resources disciplines: employee relations, compensation and benefits, performance management, learning and development, organizational development, etc.
  • Prior experience leading workplace investigations and supporting the resolution of employee relations matters strongly preferred.
  • Experience in a large, matrixed organization a plus.

  • Self-motivated to plan, prioritize, and problem solve independently.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Strong organizational skills, with consistent attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint); experience in Workday and applicant tracking systems a plus.
  • Facilitation, change management, and/or project management experience a plus.

Working Environment

  • A combination of standard office environment and remote work.
  • Occasional domestic (non-local) travel required; up to 10%.
  • Occasional weekend and/or evening work required.
  • Staff are required to adhere to IRC’s COVID risk mitigation policies, which may include masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. IRC policies may be stricter than federal, state, or local level policies.

Compensation and Benefits: This is a full-time, regular position classified as exempt and ineligible for overtime under state and federal law. Starting compensation is $55,600 to $69,500 depending on experience and qualifications. We offer a comprehensive and highly competitive set of benefits. In the US, this total compensation package includes: 10 sick days, 10 US holidays, 20-25 paid time off days depending on role and tenure, medical insurance starting at $120 per month with low to no deductible; dental insurance starting at $7 per month; vision insurance starting at $5 per month; FSA for healthcare, dependent care, and commuter costs; a 403b retirement savings plans with immediately vested employer matching; disability & life insurance; generous parental leave; and an Employee Assistance Program which is available to our staff and their families to support counseling and care in times of crisis and mental health struggles. In addition, the IRC in Denver offers annual staff development funds and actively promotes learning and growth for its team members.
