CARE USA seeks an entrepreneurial, empathetic, and results-oriented leader to establish and strengthen our capacity to support the responsible management of data in our programs around the world. As CARE’s work becomes more data-driven and data-centric, it is critical to ensure that all parts of the data lifecycle are aligned with responsible data practices, data frameworks, and global data policies (such as GDPR, CCPA, Know-Your-Customer, etc.)

This role will be focused on capacity strengthening and quality assurance for large USG-funded grants (for example, using USAID's DQA tool). Success in this role will require deep knowledge and experience with managing data in development and humanitarian projects responsibly, ability to prioritize and work with various stakeholders across the CARE network, and flexibility to provide guidance and direction to a wide array of contexts and projects.

The Responsible Data Technical Advisor must have a mix of skills from the ability to work on many projects at the same time, to project management, stakeholder engagement, capacity strengthening and change management, knowledge of and experience with Responsible Data and related networks. This candidate must have strong experience in onsite/offsite collaboration and the ability to manage communication across global time zones.

Qualifications:

  • Bachelor's Degree
  • Master’s degree, ideally in project management, international development, business administration, information technology, computer science, or a related subject.
  • 2 years living and working in a low- or middle-income country preferred
