Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:

•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section (MORC) is responsible, upon request, to assist States, for activities that assist States in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international instruments, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section conducts the International Nuclear Security Advisory Service (INSServ) and expert missions, upon request, to help States to establish and maintain effective nuclear security regimes, provides training activities, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section implements Coordinated Research Projects and technical meetings in the field of nuclear security of material out of regulatory control, assists Member States in the implementation of nuclear security measures to support Major Public Events, and organizes a large number of evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.

The Crime Scene Management and Nuclear Forensics Unit (CFS) is responsible for performing activities related to development of States’ Radiological Crime Scene Management capabilities and capacities and the planning and implementation of nuclear forensics capabilities. The Unit supports States’ efforts to establish national nuclear forensics laboratories and develop forensic processes and procedures to support the activities of laboratories. The Unit has responsibility for the development and review of Nuclear Security Series publications dedicated to Radiological Crime Scene Management and Nuclear Forensics and the development and implementation of training activities based on that guidance.

 

Main Purpose

Under the supervision and guidance of the CFS Unit Head, the Nuclear Security Officer, Radiological Crime Scene Management (RCSM) plans and implements projects related to the IAEA’s support to Member States in developing and strengthening capabilities in relation to the RCSM, including development and maintenance of the relevant publications within the Nuclear Security Series and other series of publications, development of the training materials, conduct of the training, exercises and other events. Other responsibilities include assisting in the planning and implementation of projects to support the implementation of the Integrated Nuclear Security Support Plans (INSSP) for individual countries in relation to the RCSM.

 

Role

The Nuclear Security Officer (RCSM) is (1) a technical expert in RCSM methodology, with extensive experience in the management of potentially contaminated crime scenes; (2) a technical officer, leading and implementing projects aimed at establishment or enhancement of Member States’ capabilities in relation to the RCSM; nuclear security infrastructure relevant to response to nuclear security events; (3) a scientific secretary, developing the relevant publications and training materials, as well as planning and leading technical meetings and consultancies; and (4) a workshops or mission organizer and facilitator for the delivery of assistance to Member States on RCSM in accordance with IAEA guidance.

Plan and implement projects to support Member States in developing and strengthening capabilities in relation to the Radiological Crime Scene Management.
Develop nuclear security publications and training materials relevant to the Radiological Crime Scene Management.
Plan and implement training and exercises in the area of Radiological Crime Scene Management.
Implement activities defined by Integrated Nuclear Security Support Plans (INSSP) related toRadiological Crime Scene Management.
Undertake assistance, assessment and evaluation missions related to Radiological Crime Scene Management, including through implementing RCSM modules for INSSERV and INSSP missions.
Develop information on Nuclear Security Information Management Systems (NUSIMS) related to Radiological Crime Scene Management and technical input to relevant outreach materials.
Undertake other activities related to the nuclear security detection and response, as required.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

University degree (bacherlor's) in Nuclear science, engineering or a related discipline.

Minimum of five years of relevant experience in nuclear security detection or response, of which in relation to law enforcement, as well as RCSM.

Experience in organizing and leading technical meetings, capacity building missions, and other expert and advisory missions.

Experience in the development of publications in the area of nuclear security.

Excellent interpersonal skills, including the ability to work cooperatively as part of a team and operate effectively across organizational boundaries.

The ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Experience in response to Chemical Biological Radiological Nuclear (CBRN) related activities an advantage.

Experience in working with international organizations or institutes is desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25766, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
