ABOUT THE IIJ
The International Institute for Justice and the Rule of Law (IIJ), located in Malta, has a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora. Since its inauguration in 2014, the IIJ has trained more than 7000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of parliamentarians, judges, prosecutors, police, prison and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. The IIJ delivers capacity-building training tailored to the needs of the regions it serves, including: North, West and East Africa; the Middle East; and select engagement in the Balkans, and Central, South and Southeast Asia. CT PHARE

While many countries have developed legal frameworks and institutions to protect human rights, these have not always been integrated effectively, or at all, into counter-terrorism-related criminal justice responses. Furthermore, several of the counter-terrorism measures that a number of states have adopted in recent years have negatively impacted, or even violated, a wide range of human rights, such as the right to life, the prohibition on torture or inhumane or degrading treatment, or the right to a fair trial.

In this context, the IIJ is launching a project entitled CT PHARE (Platform for HumAn Rights Engagement), with the specific objective to increase the degree to which states’ counter-terrorism policies, legislation, and judicial strategies, in addition to day-to-day investigation and prosecution practices, comply with internationally-recognised human rights standards, both on the policy and the operational levels.

The IIJ is currently looking for a Project Manager to support the implementation of the project under the leadership of the Project Lead. The post is initially a fixed-term position for 3 years in Malta.

Main duties and responsibilities:

The responsibilities of the Project Manager include, but are not limited to:

• Contributing to the design and implementation of project activities and the achievement of the expected project results.

• Supporting the development of a project implementation plan and delivering it in accordance with donor regulations and procedures, including those related to procurement, finance and monitoring and evaluation (M&E).

• Contributing to all outreach and partnership-building efforts by maintaining good and effective contacts and information exchange with the donor and relevant partners; assisting in establishing communication channels with national authorities and institutions; as well as liaising with participants in project activities and other practitioners.

• Supporting the Project Lead in identifying, contracting and deploying experts and fulfilling the duties of the Project Lead when required.

• Coordinating administrative and logistics support for the implementation of activities.

• Supervising the financial progress of the project and administrative aspects of the procurement process.

• Helping the Project Lead to draft all required donor reports and other strategic documents (e.g., Monitoring and Evaluation Plan, Communication and Visibility Plan), in coordination with relevant IIJ staff.

• Performing other tasks as required for the implementation of the project and assigned by the Project Lead, the IIJ Director of Programmes and/or the donor.

Qualifications and skills:

• National of an EU Member State.

• Advanced university degree (Master’s degree or equivalent) in law, criminal law, international law or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• Fluency in English. Knowledge of French (both oral and written) is highly desirable. Knowledge of Arabic is an asset. 

• IT literacy (MS Office).

• Proven report writing and monitoring and evaluation skills.

General professional experience:

Required 

• A minimum of five years of progressively responsible experience in the field of criminal justice, counter-terrorism and/or human rights.

• Professional experience in project management.

• Professional experience in managing and implementing EU grants.

Highly desirable 

• Experience working on counter-terrorism and/or human rights issues relating to the IIJ’s traditional geographic focus.

• Experience working in a multi-cultural environment.

• Experience in EU technical cooperation projects.
