Community Support Specialist
Mission and objectives

After more than 45 years in Lao PDR, UNICEF Lao PDR UNICEF is one of the longest-serving international organizations in the country plays an important role in supporting the government, advocating for reform and leading coordination to scale-up results.
The objective of the program is to support the assessment, determination and delivery of an intergrated cash transfers program to 400 households with children with disabilities, aimed to reduce extra cost accrued to the family due to caring for the child living with disability. UNICEF’s Social Policy section supports the Ministry of Labour and Social Welfare and provincial rehabilitation centre in the design and implementation of the disability grants pilot in Khoun and Pek districts in Xiengkhouang Province. The pilot is part of the child protection system strengthening initiative supported by the Government of Australia. Each of the Community Support Specialists (1 in Khoun district and 1 in Pek district) will be assigned households with children living with disability to monitor in the communities at the target districts depending on the population and terrain.
Within the delegated authority and under the supervision of Ms. Maryam Onyinoyi Abdu or his/her designated mandated representative(s), the UNV Community support Specialist will: • Support the Provincial Labor and Social Welfare and Rehabilitation center in the conduct of the disability assessment and determination under the guidance of an international consultant; • Follow up on the village and district levels the roll-out of the disability grant pilot in Pek and Khoun districts; • Bi-weekly visits to the district social welfare to support house to house enrolment and registration processes; • Support the District level Program Implementation Unit (PIU) to generate and develop monthly progress report of the program; • Support the social welfare, Provincial Rehabilitation Center (PRC) and Lao Women Union (LWU) units in the community to create awareness on the different component of the pilot; • Using the template and system available capture grievances and complaints from the community; • Capturing of human-interest stories in the course of their work in the community; • Any other related tasks as may be required or assigned by the supervisor.
