The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash operations. The division is dynamic and works with a range of WFP and innovative external partners to enable WFP’s field operations through policy, technical advice and services. The division is responsible to support WFP offices establish and run cash operations, and for supporting Governments to establish financially inclusive government-to-person payments systems.

Since 2020, CBT has been offering Cash Data services to WFP country offices and, through them, to Governments, to help them understand if the right people are receiving the right assistance through the collection, transformation and display of data. The Cash Data Service includes assessments, anomaly detection, transformation, deduplication and other activities; they require coordination with HQ-based stakeholders, technology and financial vendors and with WFP’s country offices.
The Delivery Manager will facilitate the engagement between CBT Cash Data Services team, the stakeholders producing / upgrading / customising software and other computer products, WFP country offices, financial service providers, Governments and other user groups. The Delivery Manager’s activities will enable WFP and its partner governments achieve their programmatic goals.




To ensure professional and timely delivery of Cash Data Services to WFP country offices and governments, ensuring coordination of stakeholders involved in service provision within WFP’s CBT division and beyond.


KEY ACCOUNTABILITIES (not all-inclusive)


  • Define, oversee and regularly report progress of planned activities and deliverables of the Cash Data Services; coordinate the preparation of monthly progress reports for each Country Office; produce statistics of effort spent by the team on different services.
  • Coordinate the delivery of service agreements between Country Offices, CBT cross functional units and all other relevant units in HQ to ensure customer satisfaction.
  • Engage regularly with WFP’s technology division to ensure that CBT assurance services are delivered on time on corporately endorsed systems and respecting IT standards.
  • Manage service delivery timelines with vendors, supporting the workload allocation to a team of 20+ staff based in various geographies.
  • Oversee planning, activity prioritisation, and resource allocation to services offered to Country Offices.
  • Act as a focal point between the externally contracted engineers and the internal team of analysts to ensure due prioritisation and execution of feature requests and service requests and escalate as needed.
  • Provide technical advice to field offices on Cash Data Assurance matters, leading the implementation of assurance solutions through on-site missions and/or remotely.
  • Keep stakeholders abreast of Cash Data Services activities, new use cases and features, and scheduling, to ensure alignment of field-office engagements across Cash Services and with other units.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Supervise staff as needed, remotely or in presence, coaching them for high performance, with an inclusive approach and considering multicultural backgrounds.
  • Perform any other duties as required.






You have:


  • Advanced university degree in Computer Science or other relevant field, or First University degree with additional minimum 2 years of related work experience or trainings/courses. 




You have:


  • Minimum of 5 years of professional demonstrated experience in managing technology projects. 
  • Experience supervising team members. 
  • Demonstrable experience in building and fostering relationships with stakeholders (including senior leader and relevant business and technical experts). 
  • Experience in the humanitarian sector is desirable.




You have:


  • Fluency (level C) in the English language. 
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)




You have:


  • Demonstrated experience in defining, documenting, project managing technology services, managing priorities against limited resources, especially in humanitarian settings, rectifying issues, monitoring progress, tracking KPIs, and managing budgets.
  • Desirable experience managing contracts with technology vendors, defining and overviewing compliance with SLAs.
  • Demonstrated ability to write reports / assessments concisely and make compelling presentations for approaches to technical and nontechnical audiences.
  • Previous accountability in creation and dissemination / promotion of new products or services to meet an organisation’s strategy.
  • Demonstrated ability in managing, coaching and developing members of a geographically dispersed, multicultural team and wider community.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and is open to all nationalities. The position is based in Munich, Germany and the selected candidate will be expected to be based in Munich. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
