Purpose of the Position:

This position will be leading CPA’s efforts in developing a Data Strategy & Governance framework, both at organizational and departmental level, including data architecture best practices, data modeling and design, metadata management, master data management etc.

Leading the Data governance initiative and being a key change agent, supplementing Data strategy by collaborating with executives, technology, data and teams.

The work implies frequent interaction with the following: Data Engineers, Scientists and other data-focused specialists and establish and maintain relationships with counterparts, senior officers and technical staff in UNICC and UN Partners, programs and other UN specialized agencies, as well as representatives and officials in national governments, international organizations, consultants, and NGOs.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief of Data and Analytics Section within the Clients & Projects Division and in close collaboration with the Data and Analytics team. The incumbent could be requested to do any other tasks of similar level in related fields.

The incumbent will perform the following duties:

  • In collaboration with the Chief, Data and Analytics Section, lead a technology-driven governance framework and approach for UNICC clients
  • Establish local and global mechanisms of governance of data, by applying the UN Data Strategy
  • Define and implement organizational Data policies, define improved Data processes, develop and implement a Data governance framework
  • Responsible for ensuring the correct IT processes, people, and technology are in place to support the Data governance framework
  • Lead and evolve the Data Governance framework, including managing the objectives, approach, processes, policies, and procedures around Data Governance
  • Implement and oversee Strategic Data Governance; working with partner agencies and leadership to align incentives to encourage Data-focused outcomes
  • Collaborate with colleagues across departments to identify data analytics needs and support data-driven projects
  • Define Data management operational processes (e.g., Data quality measurement) in accordance with policies and standards, clearly articulating roles, and responsibilities
  • Drive culture-changing and transformative programs regarding Data Governance adoption and best practice
  • Translate immediate organizational requirements into prototype solutions and oversee their subsequent implementation
  • Coordinate the work of team members, as and when required
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Experience and Skills required:

Essential:

  • At least seven (7) years of relevant IT experience, including experience working with global organizations and/or multinational companies
  • Sound experience in using data analytics to advance decisions, strategies and execution
  • Sound experience in Data strategy enterprise architecture, service delivery and Data management, Data Governance including data modeling, metadata management
  • Sound experience in standardizing data architecture, governance and privacy policies enhanced by digital services
  • Good knowledge of cloud-based architecture, security, operations and service delivery
  • Proven experience in developing technical data governance solutions
  • Experience with a broad range of technical data platforms and the ability to advise customers on the right technical solutions to enable their business goals
  • Experience in a senior management role, with exposure to the senior leadership of large organizations and accountable for major initiatives within the corporation or for clients
  • Strong background, experience and understanding of qualitative and quantitative data and monitoring, including in humanitarian contexts
  • Strong coordination, negotiation, and synthesis skills, and ability to navigate challenges in completing tasks and deliverables in a timely manner
  • Sound experience in Data Governance operating models – centralized, de-centralized, hybrid and federated. Well versed with data domains and has worked in creating Data improvement plans by domains closely working with Data stewards
  • Ability to explain value of data governance to both business and technical stakeholders

Desirable:

  • Solid analytical, problem-solving, negotiation and organizational skills with demonstrated ability to multi-task, organize, prioritize, and meet deadlines
  • Experience in strategy consulting, communication, analytics, marketing or business intelligence considered an asset
  • Ability to work with a diverse team in a rapidly changing work environment

Education*:

Essential:

  • Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Languages:

  • English: Expert knowledge is required
  • Other language: Spanish or French, Beginner knowledge is desirable

Compensation:

Annual Salary Estimation (net of tax at single rate): 

  • Geneva, (Switzerland), including post adjustment (64,8% on June 2022): US$ 88,983.
  • New York, (USA), including post adjustment (73,8% on June 2022): US$ 131,396.
  • Valencia, (Spain), including post adjustment (24,1% on June 2022): US$ 93,822.
