Organizational Setting
The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.
The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).
Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.
Main Purpose
Reporting to the Section Head, the Safeguards Evaluator assesses the effectiveness of safeguards implementation activities. He/she also develops, improves, and coordinates implementation of new methods for evaluating safeguards implementation related to State evaluations, annual implementation plans and safeguards verification activities. He/she contributes to performance monitoring, carries out quality audits and provides expert advice for various Departmental sub-committees and working groups.
Role
The Safeguards Evaluator is\: (1) an evaluator of the effectiveness of safeguards implementation; (2) an analyst of complex safeguards implementation data; (3) a developer of improved safeguards implementation evaluation methods; and (4) a coordinator of monitoring or evaluation activities involving staff from SPC and other parts of the Department.
Functions / Key Results Expected
Complete detailed evaluation of safeguards implementation activities and the attainment of safeguards objectives.
Communicate evaluation results to colleagues in the Department, discussing feedback and defining issues and follow actions as necessary.
Develop and improve methodologies for the evaluation of safeguards implementation activities.
Participate in Departmental subcommittees and working groups, providing technical advice and detailed analysis as required.
Review State Evaluation Reports, Annual Implementation Plans and other technical documents, and provide input to, or act as the SPC representative to the relevant committees.
Perform internal quality audits on safeguards implementation and evaluation activities, conducting root cause analyses on complex issues.
Carry out in-field verification activities as approved by the Section Head and perform other responsibilities as requested by the Section Head.
Supervise the day-to-day work of Evaluation Assistants and junior team members contributing to work under your responsibility, mentoring staff as appropriate.

Qualifications, Experience and Language skills
Bachelor's Degree - A first level university degree in Physics, Chemistry, Engineering or a related technical discipline, with 3 additional years of relevant experience may be considered in lieu of advanced university degree.
Master's Degree - Advanced university degree in Physics, Chemistry, Engineering or a related technical discipline.
At least 7 years of working experience in the nuclear fuel cycle industry, regulatory body or research with practical experience in the development and application of safeguards procedures in the nuclear fuel cycle. .
Thorough knowledge /understanding of nuclear safeguards.
Experience in data and/or information analysis is desirable.
Experience in the implementation of quality management systems or internal quality audit is desirable.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28351, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
