The Department of Peace Operations (DPO) provides political and executive direction to United Nations (UN) Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other United Nations political and peacebuilding missions. The Office of Rule of Law and Security Institutions (OROLSI) brings together the Police Division, the Criminal Law and Judicial Advisory Service, the Mine Action Service, the Disarmament, Demobilization and Reintegration (DDR) Section and the Security Sector Reform (SSR) Unit. OROLSI's structure and partnerships help ensure that complex UN peace operations take a holistic approach to their work in these areas. OROLSI's core function at Headquarters is to provide expertise, integrated guidance and support to UN peacekeeping and other operations led by DPO in the areas of rule of law and security institutions. This position is located in the United Nations Mine Action Service (UNMAS) in the Office of Rule of Law and Security Institutions of the Department of Peace Operations. The Deputy Director reports to the Director of UNMAS. The Heads of Sections in UNMAS report to the Deputy Director.Responsibilities
Under the overall supervision of the Director, supports the Director of the Service in formulating and implementing the substantive work programme of the Service, oversees the management of activities undertaken by the Service under his/her responsibility, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
Supports the Director in coordinating the effective, efficient and timely delivery of assistance to mine affected states in all aspects of mine action, in partnership with other entities of the UN system; coordinating the development of appropriate mine action field programme staffing tables and budgets to ensure cost-effective delivery of mine action programmes; coordinating UNMAS engagement in the procurement, property management, finance and budgeting, human resources aspects of UNMAS field programmes both directly and/or with implementing partners.
•Carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different UNMAS Sections under the Service and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
•Coordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
•Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Assists the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Undertakes the programmatic/administrative tasks necessary for the functioning of the Branch/Service/Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of geographical balance.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Service and across organizational boundaries.
•Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Represents the Service at international, regional or national meetings.
•Acts as Officer-in-Charge of the Service in the absence of the Director

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or related area. A first-level university degree in combination with two years additional qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required.
Experience managing large multi-disciplinary teams is required.
Experience monitoring performance of large programmes particularly in the areas of administration, property management, procurement is required.
A minimum of three years of experience supervising more than one of the following areas - procurement, property management, administration, finance and budget, human resources - in a United Nations peace operation and/or at United Nations Headquarters or that of another comparable international organisation is desirable.
Experience designing, communicating and implementing process improvements to ensure adherence to United Nations regulations and rules is desirable.
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.Assessment
