Office/Unit/Project Description

The UNDP Regional Hub for Latin America and the Caribbean is located in Panama and serves 25 country offices (covering 42 countries and territories) in the Latin America and the Caribbean region, offering regional policy and advisory support to country programme needs, and a trustworthy source of knowledge, experiences, and resources provided by a group of experts and professionals. The Regional Hub works through its country offices with governments and people to create customized solutions to development challenges and thus contribute to strengthen national and local capacities and achieving sustainable development.

In this context, the UNDP Regional Hub is strengthening its internal capacities to respond to the needs and priorities of the region. It is envisaged that this support will provide timely, cost effective, integrated and dynamic solutions for the delivery of communication services under a rapidly changing context thus ensuring smooth business continuity and sustainable development. The Regional Hub, recognizing that improved communications can lead to a better relationship with its clients and contribute to the achievement of the third pillar of RBLAC’s agenda “impeccable administration”, has included the enhancement of its communications as an objective of its work plan. The purpose of this position is to help improve the external and internal communications of the Regional Hub, particularly of the Business Solutions and Operations (BSO) unit and give visibility to its work.

Scope of work

Summary of Key Functions:

  • Support to implementation of communication strategy
  • Maintenance of BSO sharepoint
  • Facilitation of knowledge building and knowledge sharing

A. Supports the implementation of communications strategy and focusing on achievement of the following results:

  • Ensure the effective implementation of the Regional Hub communications strategy.
  • Provide support to the Regional Hub Directorate with communications materials and presentations,
  • Contribute to position the BSO unit as a strategic partner in the region for the provision of services.
  • Support BSO colleagues on effectively communicating the unit priorities.
  • Provide strategic communications advice to BSO unit teams on design and branding issues.
  • Assist BSO management with drafting key materials like bullet points, speeches, notes, presentations, etc. as required.
  • Support design of strategic visibility materials and coordinate with external providers if required. Develop, edit, proofread, fact check and ensure quality control of different sorts of contents and documents for internal and external communication and advise on better distribution channels and mechanisms.
  • Prepare, edit, fact check and carry out quality control of talking points, speeches, press statements, and other written materials.
  • Develop strategic trainings and tools for strengthening BSO team’s capacities in both writing skills and interpersonal communications.
  • Develop and disseminate the BSO monthly and COVID-19 Committee weekly newsletters.
  • Develop strategic campaigns to promote Regional Hub staff wellbeing.
  • Monitor and measure the impact of communications activities.

B. Ensures maintenance of BSO sharepoint focusing on achievement of the following results:

  • Updated and high quality BSO sharepoint in line with corporate branding requirements;
  • Preparation of the content for the BSO sharepoint ensuring consistency of the materials;

C. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Identification, documenting and drafting of best practices and lessons learned on communications.
  • Participation in training for the Regional Hub staff on effective communications and advocacy.

Institutional Arrangement

Under the guidance and direct supervision of the Chief of BSO, the Communications Associate supports the implementation of the communications and advocacy strategies of the office to increase the standing and awareness of the Regional Hub, particularly the BSO Unit with partners, clients, UNDP Country offices in LAC region. The Communications Associate promotes a client-oriented approach in UNDP.

The Communications Associate works in close collaboration with the operations, programme and projects’ staff in the Regional Hub for LAC, HQs, UN Agencies and UNDP Country Offices in the LAC region to exchange information and ensure consistent service delivery.

Minimum Qualifications of the Successful NPSA

Min. Education requirements

    • Secondary education with national or international certifications (with six years of relevant experience in communications, public affairs, or related areas); or
    • Bachelor's degree in Communications, Public Affairs, or other related areas (with three years of relevant experience).

Min. years of relevant work experience

  • Minimum six (6) years with completed high school; or three (3) years with completed Bachelor's degree of progressive experience in the field of Communications, Public Affairs, or other related areas at the national or international level linked to international organizations, public or private sector.

Required skills

    • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
    • Experience in handling web-based management systems.
    • Knowledge of and experience with photography, videography, graphic design, and social media.

Desired skills in addition to the competencies covered in the Competencies section

    • Knowledge of the UN’s procedures and communications guidelines is an asset.
    • Familiarity with web module in Oracle-based Enterprise Resources (ERP) is desirable.

Required Language(s)

    • Fluency in Spanish and English, both oral and written

Travel

    • Any official trip that is expected to be associated with the performance of the functions will be covered by UNDP.
