UNICEF Liberia is seeking qualified candidates to work with programmes to support donor reporting, development of proposals, and maintain a country-level donor reporting and management system and any additional duties required to strengthen outreach, partnership and collaboration activities with government donors, private sector and other key stakeholders.

Purpose of the Assignment:

Under the general supervision of the Resource Mobilization Specialist, P-3, the consutlant will assist the office to strengthen, streamline and systemise donor reporting, proposals and regular donor communication efforts with government, donors (public and private) and key stakeholders. The consultant, together with programmes/sections, will support in donor reporting, development of proposals and maintain a country level donor reporting and management system and any additional duties required to strengthen outreach and partnership and collaboration activities with government donors, private sector and other key stakeholders.

Given this is the first year of full implementation of the partnerships and resource mobilization strategy, additional capacity and support is required to strengthen donor engagement to maintain resources and increase and expand partnership opportunities for the Liberia Country Office.   

Basic Objectives of Consultancy:

  • Support in the implementation of the Partnerships and Resource Mobilization strategy.
  • Together with the Resource Mobilization Specialist, assist programmes/section in developing fundraising proposals and reports.  Support in the coordination of meetings to maintain close collaboration with donors, National Committees, as well as with groups and organizations including the private sector and multi-stakeholder platforms, whose support is essential to the achievement of reporting and advocacy objectives.
  • Support the office in maintaining a data reporting and management system. Maintain the donor reporting schedule and provide timely reminders.

Objective 1: Support the Resource Mobilization Specialist in the development and update of work plans for each section for the effective implementation of the office’s Partnerships and Resource Mobilization strategy.

  1. Work with individual sections/units to support the development of section specific work plans to support in the activation and implementation of the country Partnerships & Resource Mobilization strategy at the programmatic level.
  2. Support in the quarterly review and realignment of work plans according to funding changes and programmatic needs aligned to the CPD.
  1. Delivery of 2–3-page work plan for each section according to the template.
  2. Quarterly review with sections/units and programme to ensure work plans and funding gaps are updated.

 

1-2 months and updated on a quarterly basis.

 

Objective 2: Together with the Resource Mobilization Specialist, assist programmes/section in developing fundraising proposals and reports according to templates. Support in the coordination of meetings to maintain close collaboration with donors, National Committees, as well as with groups and organizations including the private sector and multi-stakeholder platforms, whose support is essential to the achievement of reporting and advocacy objectives.

  1. Support the fundraising proposal development process and review in compliance with UNICEF standards and donor requirements.
  2. Support the donor reporting process as required.

  2. Delivery of donor reports for timely internal review according to template guidelines.

Objective 3: Support the office in maintaining a data reporting and management system. Maintain the donor reporting schedule and provide timely reminders and conduct a quality check for donor reports in terms of conformity with original proposals, fund utilization, and results. Ensures that all donor reports are sent on time.

Qualification:  

Education: 

  • A university degree in Communications, Social Sciences, Marketing, Economics, Public Relations or related field; Professional work experience in the donor reporting, programming of development projects, donor relations would be an asset.

Professional/Technical Experience:

  • A minimum of 2 years progressively responsible professional work experience in communications, reporting, programme monitoring and evaluation or relationship management. International experience, some of which is gained in a developing country is desirable and preferable. Relevant experience in a UN system agency or organization is an asset.
  • Knowledge of: The donor and development landscape in Liberia or WCAR region is an asset. Information Management System technical expertise and experience is an asset. 

Language:

  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
  • He/she must be able to work well across different teams and maintain a flexible approach and will have frequent internal contact with staff at all levels and functional areas, to exchange and obtain information, as needed to complete work assignments.

General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable based as defined in the Terms of Reference.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • Mention is it as per the General Terms and Conditions of the Contract.
