Purpose of the Position:

The focus of this position is to support effective data management, including in building, managing and optimizing data pipelines and architectures to support the production of analytics, in compliance with data governance, protection, privacy and security requirements. The Associate Data and Analytics Engineer will work closely with a team of data analysts and data scientists.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Data & Analytics Unit within the Clients & Projects Division and in close collaboration with the Data & Analytics team. The incumbent could be requested to do any other tasks of similar level in related fields.

Under close supervision, the incumbent will perform the following duties:

  • Supervise the daily work of a small team, including setting up of work plans, monitoring progress, providing regular feedback, technical guidance and support; Nurture a motivating work environment
  • Support the development and implementation of various analysis, reporting and quality control capabilities, and supporting the members of the team in this area
  • Deliver on assigned projects in relation to the optimal extraction, transformation, and loading of data from a wide variety of sources into data pipelines, as well as the creation and maintenance of data catalogues
  • Support the design and development of solutions for data-related technical problems and data infrastructure needs
  • Support the identification, design, and implementation of internal process improvements
  • Deploy packages to extract data features from datasets for data scientists and data analysts
  • Assist with the implementation of changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements
  • Propose new data analysis process improvement opportunities with clear understanding of data sources
  • Identify appropriate data sources for analytics projects and the production of briefs, including for daily briefs on progress with partner agencies
  • Collaborate with data engineers and data scientists to improve data flows, data quality
  • Identify, analyse, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Experience and Skills required:

Essential:

  • A minimum of two (2) years of progressively responsible IT experience, including in data management and integration, modeling, optimization and other relevant areas
  • Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives
  • Experience in cloud platforms such as Azure, AWS and programming languages such as Python or R are required for the role
  • Experience with on prem data infrastructure and database programming languages (SQL, etc.)
  • Experience in designing data integration and pipeline architectures SSIS packages and API infrastructure
  • Experience in DevOps tool chains consisting of tools like Git, Jenkins or Bamboo – or equivalent tools - and experience with the deployment of data pipelines
  • Knowledge of one or more Machine Learning platforms, e.g. TensorFlow, Keras, PyTorch

Desirable:

  • Experience in Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data is desirable. In this context, familiarity with concepts of bias and fairness (i.e., how to identify, assess, and minimize harmful biases, discrimination, and unfair outcomes in algorithmic systems and data) is particularly desirable
  • Experience working self-service analytics applications like Microsoft PowerBI, Tableau, Qlik and others for data discovery is desirable

Education*:

Essential:

  • First university degree in Computer Science, Statistics, Applied Mathematics, Data Management, Information Systems, Information Science or a related quantitative field

Desirable:

  • Advanced university degree (Master's degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field
  • Ability to work with a diverse team in a rapidly changing work environment

Languages:

  • English: Expert knowledge is required
  • Other language: Spanish, beginner knowledge is desirable

Compensation:

Annual Salary Estimation (net of tax at single rate): 

  • Brindisi, (Italy), including post adjustment (17,7% on June 2022): US$ 57,971.
  • Geneva, (Switzerland), including post adjustment (64,8% on June 2022): US$ 81,170.
  • Rome, (Italy), including post adjustment (23,3% on June 2022): US$ 60,730.
  • New York, (USA), including post adjustment (73,8% on June 2022): US$ 85,603.
  • Valencia, (Spain), including post adjustment (24,1% on June 2022): US$ 61,124.
