Background

UN Women is implementing a project funded by the Country Envelope Fund for HIV/AIDS. The project proposes a comprehensive approach to combat self-stigma, stigma and discrimination against women living with HIV and to promote a community environment that fosters women’s and girls’ empowerment and their active participation in the fight against discrimination as well as inclusive integration into community life by changing the public perceptions and social norms in regards people living with HIV and actively participate them in ensuring equitable access to HIV services.

In addition, the proposal focuses on examining the effectiveness of HIV prevention programs and evaluating gender-sensitive and social inclusion aspects of HIV policies. These objectives will help us step by step to identify critical gaps with the participation of young people and representatives of key population groups, using new approaches. It will also enable the development of new and innovative approaches that meet the needs of girls and women living with HIV and other women from key groups within new realities and challenges.

The project will enable its recipients to search for new pathways to accelerate the developments in HIV area through applying innovative tools and approaches. The project is offering both technical (conventional) solutions and adaptive (innovative) approaches led by the community change leaders (both as key populations groups as well as local officials). A combination of these approaches is a pre-requisite for successfully addressing highly complex challenges (such as Gender in HIV prevention, treatment and care), and thus contribute towards achieving sustainable results on promoting gender aspects in HIV field in an accelerated manner.  The innovative techniques will be applied during the consultations to allow to hold open and inclusive discussions among diverse group of stakeholders. During the consultations the civic spaces will be created for dialogues between community level Positive Deviances (PDs), both key populations groups and local government, who are open for replication of local solutions for HIV prevention.

OUTCOME 1: People living with, at risk of and affected by HIV obtain equitable access and reap equitable benefits from HIV prevention, treatment, care and support services.

OUTCOME 2: Communities of people living with, at risk of and affected by HIV, including key populations, women and young people, are empowered, enabled and effectively resourced to lead HIV service delivery, advocate for and enjoy their right to health, and social and structural drivers of the HIV epidemic are removed.

OUTCOME 3: Increased availability of effective, equitable and sustainable systems to achieve and maintain the 2025 targets, through robust financing for national budgets and community responses, greater service integration for people-centred delivery, expanded HIV service access in emergency settings, and effective pandemic preparedness and responses.

Under the respective project, the UN Women will contribute to development of gender-responsive national HIV policies and plans. The concept of the national HIV Policy has been approved by the Government and following, an action plan for the policy is to be developed by a working group established by the Government. The UN Women is committed to support the Government and the Aids centers in the efforts to turn the policy into realizable action plan that is gender responsive and inclusive.

To ensure the effective GEWE integration in HIV Policy and Action Plan, UN Women is recruiting a national gender specialist to provide recommendations in the development of the national action plan for the HIV Policy. The gender specialist is expected to work in close collaboration with UN Women, with UNAIDS, UN Gender Thematic Group, AIDS coordinating agencies and Government.

Duties and Responsibilities

Under overall supervision of UN Women International Consultant in HIV and EVAW and guidance of UN Women Head of Osh sub-office, the national expert/gender expert will be involved in all steps of preparation of the gender expertise of HIV policies and Action Plan to ensure that gender perspective and considerations are fully integrated.

Specific responsibilities and tasks of Gender Specialist include:

  • Ensure gender mainstreaming of the existing HIV policies and other strategic HIV documents through working closely with the JUNTA group (Working Group on implementing HIV projects) and other engaging relevant actors and experts in the process to support the JUNTA group’s and AIDS coordinating agencies capacity in applying gender perspectives.
  • Conduct one day two workshops for 15 participants from Aids Coordinating Centres and other partners working in HIV field, including JUNTA team on Gender Equality and Human Rights.
  • Ensure gender sensitive indicators of the National HIV policies and Plans through review and analysis of the indicators done in close collaboration with the JUNTA working group and UN Women and the AIDS coordinating Agencies.
  • Provide detailed inputs to the drafts National HIV policies and plans and other efforts in HIV field to ensure gender responsive action plan (indicators and activities of the action plan) in close consultation with UN Women and the relevant AIDS coordinating Agencies.
  • Provide final report of the process including the recommendation and reflections of ‘what worked’ and recommendations for implementation of the HIV policies and plans.
  • Based on the final report, facilitate reflection session with relevant stakeholders providing an overview of the HIV policies and plans from the gender-responsive perspective.

Evaluation Procedure:

 

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

 Maximum total technical scoring:

70

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

Where:

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal;

z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

Winning candidate

 

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women International Consultant on HIV and guidance of UN Women Head of Osh sub-office.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables by UN Women International HIV Consultant that the services have been satisfactorily performed. Payment will be made in KGS in one instalment after accepting and approving a gender analysis, deliverables as per the ToR, and a timesheet.
