In the context of a corporate effort to strengthen UNICEF's strategic partnerships with African regional and sub-regional intergovernmental organizations, and under the overall Technical guidance and supervision of the WCARO Partnership Specialist (P4), the incumbent of the post will be the instigator and focal point in Central Africa for strengthening existing sector-specific partnerships and building a strategic relationship with the Economic Community of Central African States (ECCAS) whose headquarters is jn Libreville (Gabon).

Job organizational context:

The post is based at ECCAS Secretariat in Libreville, Gabon under the supervision and guidance of the Area Representative to Gabon, Sao Tome & Principe and ECCAS. Technical guidance will be provided by the WCARO Partnership Specialist (P4), based in Dakar, Senegal.

Purpose for the job: In the context of a corporate effort to strengthen UNICEF's strategic partnerships with

African regional and sub-regional intergovernmental organizations, and under the overall Technical guidance and supervision of the WCARO Partnership Specialist (P4), the incumbent of the post will be the instigator and focal point in Central Africa for strengthening existing sector-specific partnerships and building a strategic relationship with the Economic Community of Central African States (ECCAS) whose headquarters is jn Libreville (Gabon). The post will provide day-to-day liaison functions with ECCAS, follow up on UNICEF engagement with the regional organization along established strategic priorities as defined in the annual work plans and as delegated, represent WCARO and the UNICEF Area Representative to Gabon and Sao Tome & Principe and ECCAS in meetings and activities of ECCAS and the sub-regional RCM for Central Africa. The position is placed in 

the ECCAS Secretariat in Gabon, and the incumbent will assist the UNICEF Area Representative in his/her role as the accredited Representative to ECCAS. The UNICEF Area Representative provide guidance and supervision of the implementation of the goals and objectives set by the regional office in line with the MoU and annual plan of action.

How can you make a difference?

Summary of key functions/accountabilities:

1.Under the overall Technical supervision of the Partnership Specialist of the regional office for West and Central Africa and operational guidance of the UNICEF Area Representative to Gabon, Sao tome & Principe and ECCAS, perform day-to-day liaison functions with Economic Community for Central African States (ECCAS) and follow up on UNICEF engagement with the relevant departments of the regional organization along strategic priorities set in the MOU and Plan of Action.

2.Under the overall technical supervision of the Partnership Specialist of regional office for West and Central Africa, and in consultation with regional advisers, promote and instigate new types of partnerships with ECCAS Specialized Institutions with and leverage them strategically to promote the rights of children in West Africa.

3.In consultation with the regional office for West and Central Africa, monitor end participate in key activities of the sub-regional Regional Coordination Mechanism (SRCM) for Central Africa.

4.Provide inputs for key documents and reports on UNICEF's partnership with ECCAS, including advocacy material on UNICEF's activities in the region.

5.Assist the UNICEF Area Representative to Gabon, Sao Tome & Principe and ECCAS in his/her role as accredited Representative to ECCAS.

To qualify as an advocate for every child you will have…

An Advanced university degree in any of the following:

International Relations, Public Administration, Social Sciences, Economics, Business Administration, Public Health, Education or other related to the work of UNICEF;

Five years(5) of progressively responsible experience in the development field and/or in a global private sector company.

Experience must be at the national or international level, including exposure to complex multi-stakeholder partnerships and at least three years'(3) experience in policy and strategy development, design and implementation. Working experience with an Intergovernmental Institution at international level is an asset.

Fluency in English and French. Knowledge of other working languages (Portuguese or Spanish) of the sub-region an asset.
