GGGI is seeking a National Expert to implement and assess the national GHG inventory Manual developed with the support of GGGI to identify potential data gaps.

Background:

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. 

Since 2018, GGGI has been supporting Burkina Faso in its transition on a green growth pathway, especially to develop and strengthen the MRV system as per the requirements of the Enhanced transparency framework (ETF) of the Paris Agreement whose Article 13 specifically sets the modalities, procedures, and guidelines on creating a national GHG inventory. With the financial support of Sweden, GGGI is implementing the project entitled “Development of a Monitoring, Reporting and verification system in Burkina Faso”. The objectives of the project are two-fold: (i) Establish a robust national MRV system enabling the country to meet its obligations under the enhanced transparency framework of the Paris Agreement and track progress towards achieving the Nationally determined contribution (NDC), (ii) Enhance the country-capacity to prepare comprehensive and accurate GHG inventory. 

The project will therefore reinforce achievements made under the Low-Emissions Capacity Building Project, NDC revision Project, and support scaling up climate change mitigation and adaptation action in support of country’s NDC. Further, the project will also support government in its quest to ensure the NDC serves as a driver for sustainable development, green growth at the national level and in contributing to the global Sustainable Development Goals (SDGs), including transitioning to zero-carbon economy. 

With regard to National MRV setting up, the project implementation has made significant progress and resulted in the achievement of key outputs including the development of a national MRV GHG inventory guideline for Burkina Faso which include proposed institutional arrangement for data collection, sharing and analysis, specific tools, worksheets, data collection templates and methodologies for GHG emission and sequestration calculation covering AFOLU, Energy, IPPU and Waste sectors.

Objectives/Purpose of the Assignment:

Under the guidance of the GGGI Burkina Faso’s Country Team in Ouagadougou, together with the Senior Analyst of MRV program at GGGI HQ, and in consultation with the Ministry of Environment, the National MRV GHGI Expert will carry out a test on the National MRV guidelines with existing data in Burkina Faso context covering waste sector. She/he will support the international MRV NDC Expert in establishing the MRV system of Burkina Faso NDC.

Scope of Work:

  1. The MRV national GHGI Expert will cover Waste sector
  2. The assessment should be based on the IPCC 2006 Guidelines and any other latest guidance from the UNFCCC.
  3. The system assessment should be based on the modalities, procedures, and guidelines (MPG) of the Article 13 of the Paris Agreement

The Consultant is expected to:

GHGI tools testing

  • Review the GHG inventory guidelines and worksheet, the formulas to ensure it constitute a good basis for the preparation of GHG inventory.
  • For each step in conducting GHG emission calculation and in line with the data needs defined in the MRV guidelines, check the data availability, their sources, and identify key institutions producing or holding them.
  • proceed to data collection analyze and put them in appropriate format, apply the algorithm and formulas to compute the emissions on waste sector. The required information will include the activity data covering the analysis period of previous inventories used to develop the 2 last national communications and the third communication being finalized.
  • Carry out a test of tools to see if the system works well.
  • Report any difficulty to propose correctives measures and recommendations while testing the national MRV GHGI framework
  • Come up with a draft report on GHGI covering waste sector.
  • Organize key stakeholder consultations including consultation with female actors
  • Regarding the outcome from the MRV framework assessment, update the MRV sector specific AFOLU guidelines.
  • Conduct stakeholder engagement workshop.

Burkina Faso NDC tracking system

  • Support the assessment and analysis of available information on GHG emissions mitigation options for waste sector, with a view to, where appropriate, update and adjust the baseline scenarios that were developed under Burkina Faso’s Third National Communication in accordance with the NDC report latest national and sectoral development plans
  • Support the development of data collection tool based on lessons learned from reviewed study cases and aligned with Burkina Faso NDC in waste sector
  • For each mitigation action or groups of mitigation actions of Burkina Faso NDC to be implemented as appropriate, provide the following information to the extent possible:
    • Name and description of the mitigation action, including information on the nature of the action, coverage (i.e., sectors and gases), quantitative goals and progress indicators
    • Information on methodologies and assumptions.
    • Objectives of the action and steps taken or envisaged to achieve that action.
    • Information on the progress of implementation of the mitigation actions and the underlying steps taken or envisaged, the base year data, and the results achieved, such as estimated outcomes (metrics depending on type of action) and estimated emission reductions, to the extent possible.
    • Support the development of a sector specific baseline scenario for BF NDC action for waste sector
    • Support the development of a reporting structure for mitigation actions, monitoring plan template for projects and programs for MRV of Emissions, Mitigations and Adaptation. The reporting template will summarize the following:
      • NDC actions status (planned, design stage, implemented, completed)
      • Support received on financial, technology transfer and capacity building.
      • Summary of effects of NDC actions.
      • Module for milestone reporting of emission reduction compared to target and adaptation outcomes of the NDC implementation at regular interval
      • Support the organization of staff training for institutions involved in the developed system to ensure that the MRV procedures are understood and can be carried out in line with Government expectations.

Output/Reporting Requirements/Deliverables:

The Consultant will report to the GGGI Country Representative in Ouagadougou and MRV Senior Analyst based in HQ. She/he is expected to deliver following outputs per identified timeline and payment schedule below:

Deliverable 1: Inception report that covers

  • Detailed methodology
  • Agreed work plan
  • Identified stakeholders to be involved
  • List of documents to be used as reference
  • Report writing plan (outlines)Deliverable2: Interim report, shall include

 

A GHGI tool testing report including gender sensitive stakeholders’ consultation report,

  • GHGI data gap assessment analysis report covering a map of existing and missing data to be collected, relevant Institutions holding the data; indicators to be developed to address data gaps as well relevant recommendations
  • Complete data base enabling the verification of GHG emissions computed
  • and GHGI report

 

MRV NDC system including conceptual models, tools, institutional arrangement, QA/QC procedures, NDC actions reporting templates, monitoring plan, data base, baseline scenariosDeliverable3: Final report, shall include

  • A Final GHGI tool testing report
  • Complete data base enabling the verification of GHG emissions computed
  • Updated GHGI tools and data collection forms
  • Final MRV NDC system
  • Stakeholder capacity building

All reports must be in French and English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. An executive summary in English and French should be included.

Qualifications/Experience/Expertise

  • Advanced degree (Masters or Ph.D.) in a relevant analytical field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Strong analytical and quantitative skills, alongside strong synthesis, and strategic thinking skills
  • Demonstrated knowledge of 2006 IPCC manuals and guidelines.
  • Familiarity with national communications and BUR processes under the UNFCCC
  • Excellent knowledge of GHG baseline determination, GHG inventory, national MRV system, national carbon budget, etc.
  • Demonstrate simulation and modelling skills for GHG measurement and management.
  • Demonstrated experience in waste sector based GHG emissions estimation.
  • At least 8 years of professional experience in technical activities related to green growth and climate change arena, and specifically in GHG emission accounting and analysis, MRV system, GHGs mitigation activities, emission trading scheme (carbon market) etc.
  • Project delivery experience, including managing the delivery of results on time and on budget.
  • Work experience in an African country with highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization is preferred.
  • Proven experience in establishing and maintaining working relations with officials and technical experts in the government.
  • Demonstrate experience and success in the engagement of, and working with both the public and private sector, especially in African region is an advantage.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Excellent written and spoken communications skills in English and French are required
