Background

UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfillment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

In Kazakhstan UN Women cooperates with the National Commission for Women and Family Affaires and Demographic policy under the President of Kazakhstan, the Government of Kazakhstan, Civil Society Organisations and other partners to advance gender equality and the empowerment of women in the country in accordance with the Agenda for sustainable development until 2030 and Kazakhstan’s international commitments.

The project is aimed at providing a full-fledged support to the national partners in the effective implementation of the National Concept on Family and Gender Policy and gender-sensitive response and recovery from COVID-19 crisis.

The project includes comprehensive work on five components in the field of promoting gender equality and women’s empowerment, through providing support for the effective implementation of the Concept on Family and Gender Policy of the Republic of Kazakhstan until 2030; strengthening gender aspects in the education system; strengthening the capacity of representative legislative and executive bodies authorities for the development, approval and implementation of programs and projects taking into account gender aspects; expanding the economic opportunities of women from vulnerable groups of the population; strengthening the capacity of civil servants for gender assessment of draft laws, regulations for further improvement in terms of gender equality and raising awareness among the population in issues of gender equality.

The project is envisioned to be implanted in cooperation with the National Commission for Women and Family and Demographic Policy under the President of the Republic of Kazakhstan, the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan, the Ombudswoman for Human Rights in the Republic of Kazakhstan, the Ministry of Information and Social Development, the Ministry of Labor and Social Protection of the Population, the Ministry National Economy, Ministry of Foreign Affairs, Ministry of Internal Affairs, Ministry of Emergency Situations, Ministry of Defense, Ministry of Education, Ministry of Health, local executive bodies, universities, schools, colleges, NPP Atameken,  “Association of Women Entrepreneurs”, Councils of Business Women, United Nations Population Fund, UNESCO, experts on human rights and gender equality, non-governmental organizations, youth organizations, the media, the UN Volunteer Movement and other partners who They will also contribute to the effective implementation of the project.

The Project period is 2022-2025, the volume of funding provided by the Ministry of Information and Social Development of the Republic of Kazakhstan is $1,155,000.00.

It is expected that the Project Manager pro-actively contributes to work of the UN Women Country Office in accordance with the UN Women triple mandate (normative support, UN system coordination and operational activities for results), including providing inputs to reports and documents requested by UN Women Representative, UN Women HQ and Regional offices, contributing to the organization of events, missions and initiatives as well as development of strategic partnerships and manage another small project/s;

Duties and Responsibilities

Under guidance of the Programme Specialist UN Women Country Office Kazakhstan, the Project Manager is responsible for the timely and quality delivery of project outputs and outcomes. S/he will ensure effective implementation of daily activities of the Project and compliance with appropriate UN Women policies and procedures.

The Project Manager supervises a project assistant, a communications expert, international and local consultants, interns by providing the services in the framework of the Project and works in close collaboration with UN agencies’ focal points (UNFPA, UNESCO) responsible for implementation of assigned components of the Project. The Project Manager will be supported by programme, communications and operations teams of  UN Women Country and Regional Offices.

The Project Manager will be responsible for overall project implementation in Kazakhstan in accordance with the project document and approved work plan. The Project Manager is expected to closely cooperate with project counterparts, including the Ministry of Information and Social Development of the Republic of Kazakhstan, the National Commission for Women and Family Affairs and Demographic Policy under the President of Kazakhstan, the Ombudswoman for Human Rights in the Republic of Kazakhstan, the Ministry of Labor and Social protection of population, the Ministry of Interior, the Ministry of the National Economy, the General Prosecutor’s Office, the Ministry of Education, the Ministry of Justice, the Ministry of Finance, the Ministry of Healthcare, the Senate and Parliament of Kazakhstan, the Committee on Statistics,  national human rights institutions, media professionals, civil society organizations, UN agencies involved in project implementation, local authorities and other relevant parties.

Project and Financial Management

The Project Manager is expected to:

  • effectively plan and implement the Project and ensure attainment of the overall project objectives with participation of all interested parties, in accordance with the project document
  • timely prepare, coordinate with the Donor, implement and track the project implementation plans (annual work plans) of UN Women (as the implementing party) and coordinate, consolidate and track UNFPA, UNESCO (hereinafter - responsible parties) project implementation plans (annual work plans), tracking of advances and timely its liquidation;
  • ensure timely and quality reporting: UN Women corporate reports through timely monitoring in Results Management System (RMS) and Atlas, including quarterly and annual narrative interim project progress and final reports; narrative interim and final reports and certified financial reports as stipulated in the Donor agreement;
  • timely coordinate and consolidate reports from all responsible parties for preparation and submission of donor and financial reports to the donor and other relevant parties;
  • ensure effective communication with national, international, and local partners for delivery of results according to the project document and the result and resource framework of the project;
  • supervise research activities and elaboration of joint knowledge products to ensure adherence to UN Women standards;
  • build partnerships with state bodies, media, academia, Civil Society Organizations (CSOs), and international community;
  • contribute to work of the UN Women Country Office in accordance with the UN Women triple mandate (normative support, UN system coordination and operational activities for results), including providing inputs to reports and documents requested by UN Women Representative, UN Women HQ and Regional offices, contributing to the organization of events, missions and initiatives as well as development of strategic partnerships;
  • ensure effective application of RBM tools and monitoring for achievement of project results
  • monitor and analyze the project progress, using applicable M&E and risk management tools where relevant, and advise on timely re-adjustment of strategies and corrective actions
  • timely enter project related information into the RMS, Donor Agreements Management System (DAMS) and Atlas in accordance with the Delegation of Authority
  • coordinate all project in-country activities with the activities of national counterparts and responsible parties;
  • conduct site-visits and participate in project activities in the regions;
  • effectively manage, monitor, and track financial deposits, allocations/resources, ensure timely payments in accordance with UN Women rules, regulations, and procedures; generate Atlas reports, including combined delivery reports;
  • provide regular input to the corporate system ATLAS for financial and programme management on project progress, financial status , conduct budget revisions and rephasels;
  • ensure effective project funds delivery/spending at least at 95% by the end of the calendar year;
  • prepare procurement plans and oversee timely procurement and logistics for project implementation;
  • organize and conduct Technical Working Groups and Steering Committees;
  • oversee conduct of project evaluation in the end of the project

Strategic Communications and Advocacy:

  • oversee preparation and timely implementation of the communications strategy of the project;
  • ensure that project progress and results are receiving proper visibility;
  • ensure careful selection of communication tools and tailoring the messages taking into account overall socio-political and development context in the host country and countries of the region;
  • oversee preparation and distribution of various multimedia interactive products (human interest stories, videos, photos, infographics, press releases, etc.)
  • pro-actively use UN Women digital platforms and other medias for informing and engaging target audiences in the dialogue and motivating them to act to achieve project results;
  • contribute to the Country Office’s strategic communications efforts;

Other tasks: With her/his team to manage another small project/s; and perform other duties as required.

Human resources management and coordination

The Project Manager is expected to:

  • manage project team effectively by ensuring optimal workload distribution;
  • participate in the recruitment and supervise work of project assistant, communications expert, project consultants/sub-contractors, interns, local and international consultants and conduct performance reviews in accordance with UN Women rules, regulations and procedures;
  • develop Terms of Reference for project personnel and consultants/potential service providers and ensure proper delivery of technical services and submission of technical and delivery reports
  • comply with security and safety requirements and regulations and ensure the same are respected by all local consultants and other team members;
  • provide regular updates on the project progress to the Programme Specialist and the Representative of  UN Women Country Office Kazakhstan;
  • work closely and coordinate with other UN Women initiatives to ensure that the project is contributing effectively to overall performance of the UN Women Country Office Kazakhstan
  • ensure regular communication and coordination with project donor and partners and develop and maintain effective mechanisms for integrating and responding to their feedback and insights in agreement with the Country Office management;
  • oversee the preparation and implementation of the communications strategy of the project and contribute to the strategic communications of the Country Office;
  • provide inputs to the corporate documents as per requests from UN Women Regional Office and HQ
  • contribute to the Resource Mobilization in consultations with the Country Office management;
  • lead the preparations of various project documents and oversee proper implementation of the project budgets (ensure annual delivery rate of 95 %)
  • with her/his team to manage another small project/s;   
  • perform other duties as required.

Required Skills and Experience

Education:

 

  • Master’s degree in social sciences, international relations, communications and marketing, public relations, education, international law, business or public administration or related field

 

Experience:

  • At least 8 years of project management experience
  • Experience in the area of gender equality and the empowerment of women is an asset;
  • proven communication and advocacy skills
  • At least 3 years of experience of building partnerships and working with multiple actors including government representatives, academia, media, civil society, donors and other stakeholders
  • Experience with UN or/and international organization/Embassy is an asset
  • excellent interpersonal, negotiation and team leading skills

Language Requirements:

  • Fluency in Russian and English with proven writing and presentation skills;
  • Knowledge of Kazakh is an asset.
