Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has recently launched two programmes that are aimed at digitally empowering women.

The first, is the “Empowering Women Entrepreneurs in a Digital World” programme (also known as Together Digital), which aims to empower women as leaders and beneficiaries of entrepreneurship and innovation, leading to inclusive economic growth for sustainable development. Piloting in China and Indonesia, the programme aims to digitally empower women entrepreneurs in MSMEs to establish, maintain and expand their businesses through training, support services and knowledge exchange opportunities. As part of the programme, UN Women is convening a cross-cutting network of champions and thought leaders from the technology, innovation, and finance sectors to facilitate knowledge exchange, skills transfer, and mentorship opportunities for the promotion of digital empowerment of women.

The second, is the Link Women project, a digital upskilling project that will pilot in in Maharashtra, India to cultivate the digital, soft and employability skills of 2,000 women and present them with a range of career-building opportunities through job fairs, mentoring sessions, and peer-to-peer networks. UN Women and LinkedIn will leverage the LinkedIn platform and institutional expertise to convene partners to support women’s economic empowerment. Together, they will hold joint advocacy campaigns and events, as well as convene key partners from their respective networks to achieve broadly equal opportunities and outcomes for women and men at workplace. Additionally, UN Women will leverage its partnerships to offer young women with foot-in-the-door opportunities across industries, with a focus on operating the LinkedIn platform and building connections.

This assignment will contribute to the regional components of both programmes.  

Duties and Responsibilities

Main Objectives and Purpose of the Consultancy 

Under the direct supervision of the Programme and Partnership Specialist and matrix reporting to the Regional Communications Specialist, the External Relations Consultant will manage communications and donor relations for strategic partnerships and initiatives for the regional components of the Link Women and Together Digital programmes.

Duties and responsibilities  

The consultant will work on three elements (1) the LinkedIn partnership and regional showcase page; and (2) Communications and advocacy for the Women’s Digital Empowerment Network (3) Displaying production of mixed-use of communications products to explain complex issues around gender and women's role such as in the prevention of violent extremism and peacebuilding accessible and relatable to the audience.

1. Manage the Regional Office for Asia and the Pacific (ROAP) LinkedIn showcase page and the regional component of the Link Women digital upskilling pilot programme.

This includes the following:

  • Develop a content and engagement strategy to grow the page, including flagship knowledge products, job opportunities, human impact stories, and beyond.
  • Organize webinars on UN Women’s showcase page to promote Women’s Digital Empowerment, convening key partners from the Women’s Digital Empowerment Network.
  • Under the guidance of the Regional Communications Specialist, work with UN Women Country Offices and other thematic units within ROAP to increase awareness of the LinkedIn showcase page and develop a content pipeline.
  • Support the LinkedIn component of the annual communications in-person workshop and/or capacity building sessions delivered to country offices.
  • Provide communications and advocacy.
  • Work with the Communications Specialist at the Country Office to showcase key results and best practices from UN Women’s digital upskilling pilot programme in India.
  • Build and cultivate a relationship with the donor and contribute to the design of the second phase of the digital upskilling programme in other markets in Asia.

2. Lead communication and advocacy for the Women’s Digital Empowerment Network. This includes the following:

  • Develop a communications and engagement plan for the Women’s Digital Empowerment Network, which will feed into the overall strategy document.
  • In conjunction with the network manager (external partner) and the creative advocacy designer consultant, develop a value proposition fact sheet for the Women’s Digital Empowerment Network.
  • Work with the Creative Advocacy Designer Consultant, develop a tiered branding and incentive mechanism to recognize network members and commitment makers.
  • Work with the network manager (external partner), organize two multistakeholder dialogues on women’s digital empowerment.
  • Work with programme focal points in Country Offices, lead the #TogetherDigital advocacy campaign promoting women’s digital empowerment showcasing programme results, knowledge products, and best practices.
  • Provide inputs on communications and advocacy components for Phase II design of the Together Digital programme.
  • Develop a content roadmap and work with the Creative Advocacy Designer Consultant and external website designer to set up the web page for the Women’s Digital Empowerment Network.

3. Display production of mixed-use of communications products to explain complex issues around gender and women's role such as in the prevention of violent extremism and peacebuilding accessible and relatable to the audience. To achieve this, the consultant needs to:

  • Ensure content created by UN Women Offices reaches maximum impact by developing strategies for distribution from the outset, boosting the visibility of our content on relevant UN Women channels and placing it on the LinkedIn page and other relevant affiliations.
  • Assess impact of placing the mixed-used communications products, evaluate results, make use
  • Continually maintain and upgrade communications skills, keeping abreast of emerging platforms and tools, and systematically reviewing media impact results and other measurement tools for learning purposes.
  • Monitor news and popular trends on the platform to insert UN Women’s messaging into ongoing conversations; identify key moments for proactive communications.

Required Skills and Experience

Education

  • A Bachelor’s Degree with two additional years of extensive experience may be considered in lieu of the advanced university degree. 

Experience 

  • At least 2 years of extensive experience in marketing and business development, including, but not limited to running digital campaigns, overseeing business development, developing brand identity, conducting customer segment analyses, developing marketing and branding strategies
  • Excellent creative skills, and creative approach to business and marketing will be an asset
  • Experience in various forms of communications production and marketing, such as publications and campaigning
  • Previous experience in leading marketing campaigns in the private sector is a strong asset
  • Experience in client-centric roles and external relations is an advantage 

Language Requirements 

  • Proficient in English is a must.  
  • Proficiency in Mandarin is an advantage.

Contract period and work location  

The consultant will be engaged over the period of July 2022 – July 2023. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final. The consultant will be home-based and working remotely for the UN Women Regional Office for Asia and the Pacific. 

Evaluation  

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Technical Evaluation Criteria  

A) Education  

A minimum of a Master’s Degree in Business Administration, Digital Marketing, Multimedia Arts, Information Design, Graphic Design, Visual Communications, Mass Communications, Integrated Marketing Communication, or related studies. Additional certifications would be an advantage;

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
