Senior Energy & Climate Action Officer

GGGI Mongolia closely collaborates with the Ministry of Environment and Tourism, and other line ministries to provide policy support and technical assistances in the areas of climate mitigation and adaptation. The Senior Energy & Climate Action Officer is in charge of leading sustainable energy development efforts under the Mongolia country program and related climate change activities. The incumbent will be expected to develop new projects, deliver substantive technical analyses, organize and deliver program and project activities including policy advisory support, capacity building and project development. The Officer’s work is guided by the five-year country planning framework and biannual work plan and budget. The Officer is expected to maintain effective program reporting and communications internally and externally in line with GGGI corporate policies, standards, and values. This position reports to the GGGI Mongolia Country Representative.

 

 

PURPOSE

  • Provide technical support to government partners on policy issues related to low-emissions energy development, energy efficiency, renewable energy, clean heating, climate change and green development in line with national development priorities and international best practices.
  • Conduct research, analysis, and validation activities to support the development and delivery of technical outputs on energy, climate change and green development.
  • Formulate projects within the context of the country program to contribute to investment mobilization and resource mobilization.
  • Manage project planning, implementation, monitoring and reporting internally and externally.
  • Build and maintain effective working relationships with national counterparts, external experts, and partners to advance the program objectives.
  • Support business development activities including research scoping, proposal writing, client engagement, and early intelligence on future demand and opportunities for GGGI in the market place.
  • Communicate results and recommendations effectively to internal and external stakeholders.
  • Analyze the country context and evolving needs/priorities and integrate them into the design and implementation of country program plans and activities.
  • Apply GGGI Strategy 2030 and Country Planning Framework and relevant national plans to design and development yearly program plans and activities that align with GGGI core values.
  • Advance efforts to reduce poverty and support diversity and inclusion through the development and delivery of the program and projects.

ENGAGEMENT

  • Advise Country Team and Representative with evidence and data drive inputs and analyses on program activity development, implementation and assessment.
  • Collaborate with Mongolia team and other country teams, units and divisions of GGGI on agreed joint activities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relationships with partner governments, external experts and other key stakeholders to key abreast of evolving needs and opportunities.
  • Promote green development and GGGI’s expertise and comparative advantages with government counterparts, development partners and other stakeholders.
  • Advise GGGI on opportunities for engagement in the national context demonstrating effective application of GGGI’s approach and added-value.
  • Contribute to internal communities of practice related to energy and energy efficiency.

 

DELIVERY

  • Deliver project activities and results within established timelines and budgets and identify and communicate project delivery issues and potential solutions to ensure goals and objectives are achieved.
  • Organize program activities including consultations, validation meetings, workshops, and capacity building programs based on work plan and budget.
  • Develop ways of working internally and externally to effectively manage project implementation with stakeholders and partners.
  • Recruit and manage consultants and partnerships in line with GGGI policies as required to deliver program.
  • Perform data collection and analyses to build and maintain knowledge base and deliver project activities.
  • Develop results reporting and facilitate internal/external communications
  • Execute effective project management in line with GGGI’s project management cycle.
  • Use online systems to manage and deliver projects.
  • Capture lessons learned to support continuous learning and improvement.

 

REQUIREMENTS

QUALIFICATIONS

 

  • Master’s degree or equivalent experience in engineering, economics, or climate change. Relevant profession experience may be considered to supplement education
  • Preferred minimum 7 years of professional experience in relevant field;
  • Preferred minimum 5 years of professional experience in energy, renewable energy, energy efficiency, or climate change of which at least 3 years were in Mongolia.
  • Direct experience providing technical assistance in energy, green growth or climate policy projects is preferred
  • Understanding of financing mechanisms for projects and experience in market assessments, feasibility studies, cost benefit analysis, resource/investment mobilization will be a plus;
  • Knowledge of global issues and initiatives in the area of sustainable energy, climate change, green jobs and green development;
  • Ability to apply gender
  • Highly proficient in written and spoken Mongolia and English.

 

FUNCTIONAL

 

  • Expertise in renewable energy development, energy efficiency, and/or energy economics/finance.
  • Ability to analyse and communicate impacts of the energy sector on climate change and air pollution.
  • Ability to advance policy and regulatory reforms in the energy sector.
  • Demonstrated experience building, nurturing and sustaining multi-stakeholder partnerships.
  • Knowledge of project finance and climate finance.
  • Strategic thinking with proven project delivery experience.
  • Ability to find innovative and practical solutions to advance clean energy development in Mongolia.
  • Ability to work independently and as part of a team.
  • Self-starter that takes initiative to improve our program delivery and maximize the impact of our work.
  • Experience in an international organization or company.
  • Experience in business development and resource mobilization.
  • Strong network in the energy sector in Mongolia.

WORKING CONDITIONS

The Senior Officer is an X9 grade level in GGGI salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
