Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Together, in Tunisia and Libya, UN Women forms a Cluster Office, operating in both contexts with a joint management, communications and operational team.

In Tunisia, UN Women focuses on three areas: (i) Governance and Women’s Participation, (ii) Women’s Economic Empowerment and, (iii) Women, Peace and Security. UN Women works with various stakeholders among government, civil society, and international counterparts to promote gender equality and women’s empowerment. Likewise, and as Libya continues its path of political transition, new opportunities have emerged for women’s empowerment. UN Women Libya focuses on the following impact areas: (i) Governance and Political Participation and, (ii) Women, Peace and Security.

In a cross-cutting approach, UN Women CCO works also with civil society and women activists to address root causes of violence and discrimination against women in both public and private spheres. Online violence is increasing throughout the world, and Libya and Tunisia are no exception. A study conducted by UN Women in 2021 showed that 43% of women in the Arab States have experienced some sort of online violence. It is undeniable that online platforms are important spaces for social engagement, political participation and business development. Nevertheless, it is utterly important to ensure that such spaces are safe for women, not only for social engagement through e.g. social media or discussion forums, but also in reference to women in politics, entrepreneurs, and human-rights advocacy.

In light of the above, UN Women Tunisia and Libya CCO is piloting an innovative initiative to strengthen right holders’ and duty barriers’ capacities to address online violence against women and girls. The initiative will use a South-South/cross-border approach to raise awareness of the multiple types of violence face in online spaces, and the continuity between online and offline violence against women. Women and girls will strength their capacities to protect themselves and their data online and learn how to access services when OVAW occurs.

Reporting to the Head of Programme and with the overall guidance from the Head of Office, the Communications Specialist will be responsible for assisting in the planning and implementation of communications and advocacy strategies to increase awareness on OVAW. The Communications Specialist will work in close collaboration with the Programme Officers, and Tunisian and Libyan civil society.

Duties and Responsibilities

Lead the development and implementation of communication and outreach/advocacy plans under the OVAW programme for Libya and Tunisia:

  • Develop a communications and advocacy plan on OVAW for Libya and Tunisia;
  • Design, develop, and implement the communications and advocacy plan, including social media strategies, ensuring gender-sensitiveness;
  • Lead the engagement and supervision of video/photo service providers and audio/visual materials under OVAW programme;
  • Monitor and analyse the impact of communications and advocacy plan on OVAW in both Libya and Tunisia;

Key Performance Indicator :

  • Quality communications strategy and timely implementation which leads to greater exposure and understanding of UN Women’s work;
  • Quality and relevant advocacy materials;
  • Regular interaction with traditional and non-traditional media outlets, as shows by coverage.

* Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social science, journalism, communications, linguistics, international development, or related field is required;
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of advanced university degree.

Experience:

  • At least 5 years of progressively work experience at the national, or international level in designing, producing and disseminating visual assets, photography, videography is required;
  • Technical experience in gender equality and women’s empowerment is an advantage;
  • Experience in implementing communications strategies in the UN context in Tunisia and Libya is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge in Arabic and French is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Education 25 points
  • Criteria 2: Experience 25 points
  • Criteria 3:  Language 20 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
