The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
 
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
 
Job Overview/Summary:
 
IRC Syria country programme has recently united under one leadership for the entire Syria response. Under this structure one DDP is holding the S100 and SAP IP for the entire country programme and two Sn ERD managers support in implementing the ERD strategy in North East Syria and North West Syria (from Gaziantep) respectively 
 
Working under the direction of the Director of Program Quality and Implementation the ERD Coordinator will be responsible for ensuring a unified Economic Recovery and Development strategy for Syria with the two ERD Sn managers from the two hubs reporting into him/her directly. This will involve creating, updating and implementing the ERD strategy for whole of Syria with particular attention to single hub sensitivities, donors relations, UN and clusters relations all new proposals designs, writing and implementation including spending plans, work plans and budget management. Possibly included in high level donors relations specific to the ERD work in Syria. 
 
The portfolio includes a continuation of direct and partner implementation for cash assistance and livelihood interventions. The IRC’s ERD programming relies on a market-based approach to the greatest extent possible to meet urgent basic and livelihood needs of displaced populations without compromising existing market structures and mechanisms, in addition to seeking opportunities where future livelihoods development opportunities exist.
 
The role is based in Amman, with 50% of time expected travel to field sites.
 
Responsibilities: 
 
Program Management, Technical Quality, and Strategy
Manage the ERD Syria team in both hubs (NES and NWS). This is a senior and strategic role which requires strong skills in team management and a structured approach to program delivery- including remote management.
Provide technical and management oversight to all ERD (cash/voucher, cash for work, business support, agriculture, and other livelihoods interventions) programming in NWS in line with good practices and IRC policies, adapted to the context of Syria, with strong remote management mechanisms.
Coordinate with Supply Chain/Ops, Finance and MEAL staff to ensure timely payments, distributions and compliance for ERD activities.
Ensure smooth management and integration of project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), timely recruitment, and accurate reporting in accordance with IRC and donor regulations.
Collaborate with ERD advisors within the technical unit to ensure relevant support, tools and resources are being provided and integrated into programming.
Ensure program design is advised by data collected from Syria, especially market data or beneficiary purchasing power parity, and aligned with humanitarian standards coordinated with other actors. 
 
Program Development
Proactively continue to grow the Syria ERD portfolio through development of concept notes and proposals to donors, maintaining a coherent ERD strategy across IRC’s areas of intervention in Syria.
Support identification of opportunities for ERD programming initiatives in support of service delivery and/or thought leadership with country program senior management, business development staff and IRC Technical Unit advisors. 
Collaborate with partners on the identification of business development opportunities, and the design of new interventions.
Anticipate, plan and lead programmatic and structural transitions.
In collaboration with the MEAL team, support ERD staff to develop relevant monitoring tools and adapt them to context.
 
Staff Performance Management, Learning & Development
Hire, supervise, and strengthen the capacity of ERD team from both hubs in relevant technical and management competencies.
Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Approve and handle all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
Hold high-quality meetings with staff on a regular and predictable basis, at least monthly.
As required identify staff performance issues and work with Human Resources to document and address these as per IR’s HR policies.
Promote staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions for staff care needs for staff.
Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.
Adhere to and act upon IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Ensure safeguarding measures are applied throughout the implementation with respect to do-no-harm principles and coordinate with HR for safeguarding capacity sharing needs.
 
Research, Learning and Analysis
Lead ERD assessments and context-appropriate research aimed at generating a strong evidence base for IRC programming, as well as advising IRC advocacy.
Support the greater sharing and use of research and learning, including by contributing to program development and design, to ensure interventions are responsive to needs and advised by a sound understanding of the environment(s) in Syria
Identify, monitor and report unmet needs. Explore the potential of the IRC to address those needs within the parameters of the country strategy and sector priorities. 
 
Coordination & Representation
As needed and in coordination with other sector leads and country program management, represent IRC in inter-agency forums and discussions.
Regularly coordinate with internal program and operations, especially technical units. 
Participate in relevant working groups both within and outside of the UN cluster system.
Attend relevant donor meetings and present on ERD activities. 
Lead responsibility for the strategic development and maintenance of partner relationships with Syrian organizations.

Job requirements
 
Bachelor’s degree in social sciences, agriculture, economics, international affairs or related field required.
 
Work Experience:
Over five years’ of professional humanitarian/development experience.
Experience with cash transfer programming and market-based emergency responses required.
Livelihoods experience highly desirable.
Strong proposal and report writing ability is a must.
Able to solve problems through a collaborative and consultative approach.
Prior experience working in remote-management situations preferred, particularly in supporting partners.
 
Demonstrated Technical Skills:
Strong program/technical and budgeting skills, planning, reporting, monitoring and evaluation skills.
Strong technical and operational knowledge of ERD in a remote context.
Experience in grants management.
Experience in donor reporting and proposal development.
 
Demonstrated Managerial/Leadership Competencies:
Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with donors.
Strong negotiation skills with experience in conflict resolution desirable.
Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external contacts.
Proven track record in designing and lead training engagements with staff and partners to enhance skills and adapt to changing program demands.
Positive attitude to work, self-reflective, motivated, and inspired.
Proven track record in working well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.
 
Computer/Other Tech Requirements:
Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. 

Desirable:
Long-term career interest in humanitarian or development program management and/or strategy/quality 
Previous experience with an INGO
Strong familiarity with IRC processes a plus
The ability to work (read and write) in Arabic a plus

English is required
Travel: 40-50% to field sites in Syria and Turkey as well as attending regional and global workshops and meetings.
