The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

INTRODUCTION

In India, GGGI is engaged with the government in the focal areas like: Power, Clean Energy (including Renewables, Energy Efficiency, BioCNG and Green Hydrogen), Electric Mobility, Green Buildings, and Sustainable Landscapes. GGGI is now working with Ministry of Petroleum & Natural Gas (MoP&NG), Ministry of Rural Development (MoRD), Ministry of Environment, Forest & Climate Change (MoEF&CC), Ministry of New & Renewable Energy (MNRE), Govt. of Madhya Pradesh, Govt. of Himachal Pradesh, Govt. of Andhra Pradesh etc. in the areas of BioCNG, Green Hydrogen, Sustainable Landscapes, Renewable Energy, Power Sector upgradation and Electric Vehicle infrastructure. GGGI has also partnered with many other organizations of repute as project partners, facilitators, or investors. GGGI is also closely working with multilateral and bilateral organizations like USAID, World Bank, Govt. of Denmark etc. for successful implementation of projects.

India has an ambitious NDC commitment to reduce the emission intensity by 45% (from 2005 baseline) by 2030 which eventually would target interventions in non-fossil fuel energy, energy efficiency and restoration of natural resources. To achieve these objectives, GGGI will support the Government of India on the identified areas of cooperation that is charted out in the five-year Country Planning Framework (CPF) within the GGGI’s thematic areas. The CPF provides huge opportunity for GGGI to support and act as a trusted advisor to Govt. of India at central and state level in policies, programs, investments, and capacity buildings.

 

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

With the above background, GGGI is poised to strengthen its support to Government of India on green growth priorities that will be identified in consultation with GGGI’s nodal ministry in India and documented in the CPF. GGGI will aim to increase its footprint in energy efficiency and clean energy  sector with following targeted areas:  

(a) Supply side management of primary energy like Coal, Oil and Gas and secondary energy like electricity

(b) Demand Side Management and Energy Efficiency projects for Industrial, Building, Municipality and Agriculture Sector

(c) Clean Energy Programs on Solar, e-mobility, energy storage etc.

(d) International collaboration on technology transfer and accessing international finance 

(e) Collaboration with Regulatory agencies, States, technology providers and domestic FIs working on energy efficiency and clean energy

(f) Support from Government functionaries in the States on  Resource Conservation initiatives by GGGI.

The above areas will require an overview of the policy and regulatory landscape of India. It also requires high-level coordination with decision makers at central and state level, collaboration with multinational and bilateral organizations and strategic partnerships within India and internationally. This position is required to bring the necessary subject expertise, networking skills, sense of Government’s priorities and strategic guidance to the GGGI-India team to sharpen its focus on priority areas of work in India. 

 

SCOPE OF WORK

The Senior Advisor (Clean Energy & Energy Efficiency) will strengthen GGGI’s engagement with different Central and State Government Departments including the nodal Ministry for GGGI. She/he will bring expertise in the process of prioritizing GGGI intervention areas that will require policy advocacy, investment mobilization and capacity enhancement for green growth pathway. She/he will also be crucial for GGGI to work in Government embedded programs and to act as an independent, neutral, and trusted advisor to the Government of India. The Senior Advisor is specifically responsible for outreach, technical advice, concept development, policy advisory and delivery on the Country Planning Framework and will work in close collaboration with GGGI Country/Deputy Country Representative in India.

The Senior Advisor hired for this assignment will have the following scope of work

  1. Provide strategic advice to GGGI-India team on areas to explore in Energy Efficiency, Clean Energy and Resource Conservation keeping the National Policy and Market Scenario in view
  2. Facilitate the Program Leads in developing new concepts which should address technology, business models and investment options
  3. Facilitate GGGI-India team to have high-level meetings with Central / State Govt., Regulatory Agencies, International Organizations etc.
  4. Facilitate interactions with various State Government entities to enhance the reach of development of renewable energy including floating solar projects and strengthen partnerships for key global developers in India.
  5. Provide high-level comments on any policy documents produced by GGGI-India
  6. Provide strategic advice to collaborate with donor agencies, philanthropic organizations etc.

DELIVERY

  1. Establishment of institutional mechanism for GGGI’s engagement with nodal Ministry for the Country Planning Framework.
  2. Guidance notes on development of draft Country Planning Framework clearly identifying areas for prioritization and potential opportunities for green growth.
  3. Collaboration and finalization of Country Planning Framework with Government’s endorsement.
  4. Support in institutionalization and facilitation of Project Committee meetings.
  5. Guidance and government support for design and development of at least 2 concept notes for long term strategic project pipelines.
  6. At least 2 newspaper articles highlighting GGGI’s alignment with Government of India’s policies and programs for clean energy transition and landscape management.  
  7. Quarterly advisory note (including review of major documents) for GGGI-India on interventions required in Energy Efficiency, Clean Energy area and Sustainable Landscape.  
  8. Report on weekly meeting with Program Leads, CR and DCR

FUNCTIONAL                   

  1. Provide policy, regulations, institutional structures, and other information specific to development and implementation of Country Planning Framework.
  2. Maintain institutional channel of communication for engagement with Ministries and other stakeholders for GGGI India Programs and projects.
  3. Support and guide the progress on GGGI programs and projects for its alignment with Government of India’s objectives.  
  4. Support GGGI India team to distill information related to government systems, processes, and programs.
  5. Network with domestic and international agencies and donors to strengthen GGGI India earmarked support.

QUALIFICATIONS / EXPERIENCE / EXPERTISE
    • Graduate in Engineering / environmental science/ economics/Social Science from any recognized University is essential.
    • Postgraduate Degree/Diploma in advanced engineering/ energy economics/renewable energy/ Carbon Financing /international development and/or related subjects in green growth is highly desirable
    • Minimum of 25 years’ of post qualification experience out of which 15 years should be in energy or energy efficiency sector.
    • Proven track-record of working with Central and State Government / Regulatory Agencies/ Multilateral / Bilateral / Donor organization in decision making position in energy sector is essential.
    • Candidate having administrative responsibility in central / state Govt. of India is desired.
    • Professional Certification in Energy/ Financing/Business Administration/International Law is an added advantage
    • Strategic thinking with a proven track record in successful program monitoring and delivery;
    • Outstanding interpersonal, stakeholder engagement and consensus-building skills, ability to foster strong relationships with key government agencies, and understand their needs;
    • Strong oral and written English is essential, ability to speak  Hindi is an advantage.
