Org. Setting and Reporting
The position is located in the Office of the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD). The Director of the Statistics Service reports to the Deputy Secretary-General of UNCTAD.Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
• Formulates, leads and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service, and ensures that programmed activities are carried out in a timely fashion. Co-ordinates statistical work within the UNCTAD Secretariat, and with other organizations of the United Nations System, as appropriate.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Trade and Development Board and its subsidiary bodies, and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance and on substantive issues, as appropriate.
• Ensures that the statistical outputs produced by UNCTAD maintain high-quality standards and that reports are clear, objective and based on comprehensive data. Issues common standards and tools to be applied in line with international standards. Ensures that all outputs produced under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Chairs the UNCTAD Statistical Coordination Committee.
• Plans and supervises the provision of technical support to developing countries in order to enhance statistical capacity.
• Prepares the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the programmatic and administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Service and across organizational boundaries.
• Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
• Participates in international, regional or national meetings.
• Performs other ad hoc duties as requested by the Senior Management of UNCTAD.
• Professionalism: Demonstrated expertise and competence in the field of official statistics, in particular economic statistics, and related methodology, as well as in their conceptual development. Advanced university degree (Master’s degree or equivalent degree) in statistics or econometrics, mathematics or in a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in statistics at the national and/or international levels is required.
At least 5 years of the above-mentioned experience leading a statistics service is desirable.
Experience in economic and trade related statistics is desirable.
Experience in the conceptual development and production of statistics in developing countries is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is desirable.Assessment
