Senior Operational Policy Specialist

 

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. AIIB’s Strategy, Policy and Budget (SPB) Department is responsible for (i) developing and monitoring the implementation of AIIB’s strategic agenda; (ii) developing and overseeing compliance with AIIB’s operational policies and procedures for its infrastructure investment operations (non-treasury), including environmental, social, procurement and financial management; and (iii) developing and monitoring AIIB's annual business plan to implement the Bank’s strategies and manage its administrative budget to support the implementation of the annual business plan.

 

The primary responsibility of the Senior Operational Policy Specialist is to support the Strategy, Policy and Budget (SPB) Department to provide operational policy support and guidance. This includes supporting policy implementation, providing interpretation of policy requirement and advice to project teams, training staff, reviewing investment projects, and identifying ways for continuous improvement of the operational policy framework.

 

Responsibilities:

  • Support the development and update of operational policies centered around the Operational Policy on Financing, relevant directives and guidance, and other related knowledge products, in close coordination with Investment Operations Departments and other relevant departments.
  • Regularly take stock and review the Operational Policy framework and identify ways to further improve it, including considering new operational instruments such as results based financing and approaches that would benefit the investment operations. 
  • Advise colleagues on operational policy interpretation in relation to operational matters.
  • Support operational policy assurance by reviewing projects as part of SPB's policy assurance function.
  • Coordinate training activities related to the operational policy framework.
  • Keep up-to-date with international best practices in areas of responsibility and ensure that AIIB’s policies and practices are informed by them.
  • Identify, develop, and share knowledge and lessons learned from policy implementation and quality framework application.
  • Other responsibilities assigned by their supervisor.

 

Requirements:

  • Minimum 10 years in an international or bilateral financial institution, preferably with experience in infrastructure financing, including in Asia.
  • Solid understanding of development finance, and operational experience in investment projects, including understanding the project cycle and how it relates to operational policies and quality assurance.
  • Deep understanding the policy making process and adeptness at identifying, assessing, and dialoguing on policy issues with colleagues from across the Bank, governments, clients and stakeholders.
  • Proven ability to develop innovative solutions.
  • Ability to collaborate seamlessly across boundaries.
  • Demonstrable track record working effectively in a multicultural organization.
  • Strong organizational skills and proven track record of results.
  • Strong written and verbal communications skills in English.
  • Master’s degree or equivalent in public policy, economics, business, finance, or related fields.
