Description of the role in country:

DRC's presence in North Kivu is historical and central to our mission in DR Congo. We are currently looking for an experienced Area Manager in order to structure our work and promote the strategic positioning of DRC in this region. To do this, we are looking for a woman or a man with the will to serve the most affected populations.

The Area Manager will manage all activities in his/her area of intervention, including programmes, support services and security management.  The Area Manager is part of the programme team and as such is expected to participate in the development of programming for his/her area of intervention. The sectors of intervention for DRC in this area of operation are protection including GBV and child protection, economic recovery, education, shelter and wash. Overall purpose of the role:

  • Manage and supervise all activities in the intervention area
  • Ensures the implementation of DRC policies in accordance with DRC operational and programme guidelines for the entire intervention area
  • Supervise team deployments with an eye to security and acceptance
  • Represent DRC in coordination forums and position the organisation according to our response capacity.
  • Implement mechanisms to ensure transparency and accountability of the organisation to beneficiaries, authorities, the community, donors and NGO and UN partners.

Geographical Scope:

  • This role covers all activities and implementation policies for the area supervised by the Area Manager, i.e. Greater North Kivu. DRC works in the areas most affected by the conflict.
  • As a member of the ESMT, the Area Manager contributes to the development of country policies and strategies, and their implementation in day-to-day activities.
  • The Area Manager provides support and guidance to the country team to ensure the quality of programmes and minimise risks to the organisation, both in terms of security and support services.

Responsibilities:

Management

  • Directly manage the support team in the area (logistics, finance, security, HR), as well as the coordination of DRC programme teams, and in close collaboration with the country team
  • Directly manages the programme teams in the absence of a project manager.
  • Coordinate the teams and ensure good communication between the different departments
  • Manages, forecasts and plans all human resources issues for the area of intervention
  • Supervises all activities in the area including financial management, implementation of activities, supervision of logistics and procurement.
  • Ensures compliance of activities with the operations guide and programme guide, reports any problems or risks to the country coordination.
  • Leads, trains and coaches teams to ensure that activities meet DRC quality standards

Representation, coordination and reporting

  • Represents DRC in the area of intervention, therefore attends all meetings relevant to the implementation and positioning of DRC in the area.
  • Actively participates in coordination to ensure the relevance of DRC interventions in the area.
  • Maintains good relations between DRC, local government and authorities.
  • Ensures good relations with donors, partners, and all stakeholders present in the area.

Programming Development

  • Leads the implementation of the country strategy in its area of intervention.
  • Provides analysis of the humanitarian context in the area of intervention in order to support project development and adapt the implementation of ongoing projects to maintain the relevance and quality of DRC programming.
  • Identifies gaps and humanitarian needs for programming guidance.
  • Ensures the quality of programmes in line with DRC standards.
  • Supports the drafting of projects and reports related to programming in his/her area.

Security

  • Manages and ensures that DRC interventions are carried out in accordance with DRC security standards
  • Shares analysis with the Security Advisor and the Country Director in order to make strategic security decisions specific to the area of intervention
  • Ensures that DRC employees in the area follow security procedures and guidelines
  • Report any security issues to line management

Qualifications and Experience

  • University degree in management, social sciences, politics, international relations or any other relevant degree
  • Minimum 7 years of experience in management, supervision of multi-sectoral humanitarian programmes/activities
  • Experience in managing in volatile contexts, context of armed conflict
  • Experience with donors such as ECHO, OFDA/BHA, SIDA, Humanitarian Funds and UN agencies.
  • Proven leadership, convening and team management skills
  • Practical experience in logistics, financial management, human resources management and administration
  • Good understanding of security and acceptance issues
  • Fluency in French and English
  • Good knowledge of donor rules and/or DRC operational and programming rules
  • Good report writing skills

Conditions

Contract:         1 Year Contract with the possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment Management Band E.
