1. General Background

The Head Guard normally works under direct supervision of the Field Safety Associate. The incumbent will supervise, control and train the Private Security Guards (PSG) and Government Security Forces (GSF) in the office.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

2. Purpose and Scope of Assignment

¿ Supervise guards and report any safety or security issues to the supervisor.
¿ Supervise access control procedures inclusive of screening of all arriving visitors/staff /and persons of concern, loads, packages and letters through the pedestrian and vehicle access control in place.
¿ Control all the movements of the UNHCR property into and out of the premises.
¿ Monitor electronic surveillance equipment with all CCTVs and ensure that they are working continuously.
¿ Install and dismantle of VHF/ HF equipment for concerned vehicles.
¿ Control and monitor the fire security control alarm equipment and ensure that the alarm activation is handled promptly and properly.
¿ Inform immediately the relevant UN Official of any important security related message received in case of emergency relating to the UNHCR premises such as interference, fire, demonstration, threating telephone call, etc.
¿ Perform other related duties as required.

3. Monitoring and Progress Controls
¿ Proper compliance of the access control procedures.
¿ Make sure that the incoming documents are carefully examined with observance of the safety measure and maintain the readiness of the safe room.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

¿ Completion of Primary Education or High School Diploma or higher
¿ Knowledge of English

b. Work Experience

2 years relevant experience with Completion of Primary Education or High School Diploma or higher

Desirable

Knowledge about local community customs and traditions. Knowledge of government premises security system.
