The Administration Division (ADM) is responsible for assuring the effective management of the financial and human resources, information technology, procurement, support services and training functions within the Technical Secretariat (TS).


 


The Human Resources Branch (HRB) is a strategic partner to managers, staff and the Organisation as a whole.

Responsibilities


Job Summary


The main objectives as the Head of Talent Acquisition are to lead the Talent Acquisition Team in the areas of recruitment, sourcing, outreach, representation of the OPCW and other recruitment related matters. Additionally, you will also participate in the review of HR Recruitment Policies, HR Planning and Strategy.


Main Responsibilities


As the Head of Talent Acquisition, you will lead the work of the Talent Acquisition team and will be responsible for attracting top talent to meet the OPCW’s objectives. You will provide advice and direction to internal and external stakeholders on complex recruitment matters, such as multiple-post recruitments, outreach and sourcing, contract modalities, and selection tools. You will engage with Division Directors to ensure their staffing needs are met, and will also represent the OPCW at career fairs and conferences. Another key responsibility will be to optimise recruitment marketing and sourcing to support the organisation's efforts in diversifying its workforce.

Qualifications and Experience


Education


An Advanced University degree in human resources management, public or business administration, industrial relations, psychology or other social sciences; a first-level university degree in combination with a minimum of 7 years of qualifying experience may be accepted in lieu of the advanced university degree. Equivalent specialised or technical training combined with 11 years of practical experience may also be considered in lieu of a first or advanced degree.


Knowledge and Experience


For this role, we are looking for someone with at least 5 years of hands-on experience in recruitment and selection including drafting tests and preparing and conducting interviews. It is essential to have proven experience leading a Talent Acquisition or Recruitment team. In addition, experience in applicant sourcing and the implementation of a sourcing strategy is advantageous.


 


As you will need to work with a variety of partners and stakeholders, experience in providing support to managers whilst balancing multiple priorities is needed.


 


Having worked in a multi-national/multi-cultural environment is a prerequisite, as is a full appreciation of diversity and inclusion and the application of its principles to talent acquisition.


 


Experience in drafting documents for senior management is needed. As you coordinate the recruitment and selection processes of the OPCW, attention to detail is important.


Skills and Competencies


We are looking for someone with proven people management skills, and the ability to work independently and on their own initiative.


 


Since you will be interacting with many different people at various hierarchical levels, excellent interpersonal, negotiating, and persuasion skills, as well as proven networking and negotiation skills, are required. An understanding of emotional intelligence and its impact in developing working relationships will be needed.


 


We expect the selected candidate to be curious, and actively seeking to improve programmes and services, and taking an interest in new ideas and new ways of doing things.


 


Other important skills are:



  • Tact and discretion and stakeholder management skills;

  • Conceptual analytical ability and excellent interpersonal skills with demonstrable ability to present information in a concise and logical manner both orally and in writing;

  • Ability to plan and organise;

  • Problem-solving skills.


 


Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
