This position is located in the Support Partnerships Service within the Division for Special Activities in the Department of Operational Support. The Department of Operational Support is tasked with the stewardship and provision of end-to-end operational support, providing associated advisory services and developing other support solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Support Partnerships Service is a focal point for operational support arrangements between the United Nations Secretariat and non-Secretariat entities. The Chief of Service reports to the Director of the Division.Responsibilities
• Leads, supervises and carries out the work programme of the Service in developing and maintaining relationships with key partners outside the United Nations Secretariat, including regional organizations, other United Nations actors, and governments, for the receipt by or provision of operational support to Secretariat entities.
• Coordinates as necessary with relevant counterparts within the Secretariat, and fosters and strengthens cooperation on major partnership-based operational support initiatives with non-Secretariat entities, including negotiation of agreements and monitoring of performance and other elements of partnership arrangements.
• Coordinates and oversees relevant input to reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other intergovernmental bodies, as appropriate.
• Ensures that projects and outputs assigned to the Service reflect high-quality standards and that reports are clear, objective and based on comprehensive data.
• Assists the Director in preparing the work programme of the Service, determining priorities and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the administrative tasks necessary for the functioning of the Service, including preparation of results-based budget proposals, reporting on budget/programme performance, and evaluation of staff performance (ePerformance).
• Evaluates candidates for job openings, developing recruitment recommendations that take due account of gender balance and geographical diversity.
• Manages, guides, develops and trains staff under his/her supervision, and fosters teamwork and communication among staff in the Service and across organizational boundaries.
• Participates in international, regional or national meetings and provides substantive expertise on issues relevant to operational support partnerships.

Advanced university degree (Master's degree or equivalent degree) in business or public administration, political affairs, accounting, law, or related area. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in administration, logistics, resource management, or related field is required
Experience developing and maintaining relationships and frameworks with key partners at an international, regional or sub-regional level is required.
Experience in negotiating multi-stakeholders agreements is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.Assessment
