Organisational context

The Victims and Witnesses Section (VWS) organisationally belongs to the Division of External Affairs and Field Operations in the Registry of the International Criminal Court. It provides protective measures, security arrangements, counselling and other appropriate assistance to witnesses and victims who appear before the Court and to others who are also at risk on account of testimony given by such witnesses. The Section may advise the Prosecutor and the Court on appropriate protective measures, security arrangements, counselling and assistance.

The Section is responsible for ensuring that the witnesses appear before the Court appropriately protected, supported and as scheduled by the Chambers. Furthermore, it is responsible for the management of the ICC Protection Programme (ICCPP) and may cooperate with States, intergovernmental and non-governmental organisations in providing any of the protection and support measures stipulated by the Statute.

 

Scope of Service

The goal of the consultancy is to provide temporary assistance to the Psychosocial Support Team of the Victims and Witnesses Section (VWS) with the psychological assessment and support of (potential) witnesses and witnesses referred for protection or support.

The Psychosocial Consultant will work with the Psychologist  of the Victims and Witnesses Section in the Division of External Operations and will provide psychological assessments and psychological support to facilitate participation in proceedings before the Court and to maximise the overall well-being of victims and witnesses under the care of the VWS. The Psychosocial Consultant will primarily work on the Situation in Ukraine but may be asked to perform duties for other situations and cases, including for training purposes.

The duties of the Psychosocial Consultant will include:

  • Conduct psychosocial assessments in the context of individual protection assessments, prepare reports and advise on suitability of applicants, contribute to the development of management plans and implement support of the victims and witnesses under the VWS care.
  • Conduct psychological assessments of witnesses and victims, in particular of vulnerable witnesses such as victims of sexual and gender-based violence, children and highly traumatized persons. The assessments are to establish whether or not it is appropriate for such witnesses to give evidence and to recommend special measures to facilitate testimony.
  • Provide support to the situational teams in the management and implementation of support referrals, case management and other support-related tasks.
  1. Assist in liaising and networking with NGOs and relevant State Party authorities to develop a network of mental health and psychosocial services, when appropriate.
  2. Assist in providing training, sensitisation and advice to the Section and the Court related to trauma, mental health, interaction with vulnerable witnesses and the VWS’ support mandate.
  3. Must be able to travel on missions of varying lengths of time.
  4. Perform other duties as required.

 

Essential Qualifications

 

Education

Advanced university Master’s Degree in Psychology (Clinical or Forensic psychology or related field); minimum of two years of working experience of directly counselling vulnerable groups such as victims of sexual and gender-based violence and other vulnerable groups;

 

Experience

Experience with conducting psychosocial/psychological assessments and writing reports and proven ability to assess distress, make referrals and to work with clients from a wide range of ethnic and cultural backgrounds.

Experience in assessing the suitability of persons for inclusion in a witness protection program and/or experience with working with victims from conflict-affected settings will be considered an asset.

Professional registration and membership or eligibility for membership to a relevant professional body or association and evidence on ongoing professional development in the area of trauma and/or victims of sexual violence is highly preferable.  

Strong communication skills; ability to create and maintain contact and cooperation with external interlocutors and to work under pressure; willingness to work flexible hours; computer skills; skills in drafting reports and conducting research; ability to work in a team as well as to work without close supervision; experience working in conflict or post-conflict environments.
 

Languages

Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is highly desirable. Knowledge of Ukrainian is essential. Knowledge of Russian would be considered an asset. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Spanish).
