Org. Setting and Reporting

This position is located in the Office of the Assistant Secretary-General for Humanitarian Affairs (OASG) and Deputy Emergency Relief Coordinator (ASG/DERC) in the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate
sustainable solutions.

The Programme Management Officer reports to the Assistant Secretary-General and Deputy Emergency Relief Coordinator (ASG/DERC). The Programme Management Officer leads a core team of staff supporting the ASG/DERC.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:
• Serves as primary adviser to Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator on strategic issues, including policy, inter-departmental cooperation, engagement with UN governance bodies, management matters and staff-management relations.
• Manages and leads the Office of the Assistant Secretary-General and its staff, providing guidance to, and supervision of, its staff and working in close coordination with the Office of the USG.
• Develops, implements and evaluates assigned programmes/projects; monitors and analyzes developments and implementation; reviews relevant documents and reports; identifies problems and keeps the ASG informed on all issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on relevant subjects including on strategic priorities of the OCHA Strategic Plan.
• Organizes and prepares written outputs, coordinates, compiles and reviews inputs e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc., for the ASG’s meetings, review, and missions including handling sensitive matters in support of the ASG’s programme and its implementation.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Proactively supports and facilitates the integration of the gender perspective in all areas of OCHA work.
• Leads and/or participates in large, complex field missions with the ASG/DERC as requested, including leading coordination of work in advance and follow-up of all aspects of the mission.
• Establish and maintain contacts with multi stakeholders, member states and/or donors, OCHA staff, government officials, other UN agencies, NGOs, etc. to facilitate collaboration and exchange of information both inside and outside the UN system.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)
• Performs other duties as required

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Relevant experience working in a senior UN or similar international organization official’s front office is required.

Experience in humanitarian affairs is desirable.

Experience supervising and leading a multi-cultural team is desirable.

At least 3 years of relevant field experience is desirable.

Experience in relationship management including demonstrated experience in engaging with multi stakeholders, Member States and/or donors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Fluency of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for six months until 31 December 2022 with a possibility of extension subject to availability of funds and mandate extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
