In Laos, CHAI provides strategic, technical, and operational assistance to the Center for Malaria, Parasitology, and Entomology (CMPE) of the Ministry of Health with a long-term goal to enable Laos to achieve malaria elimination. The overall objective of CHAI’s malaria work in Laos is to ensure CMPE has evidence-based strategies, strong operational plans, and necessary financial resources to effectively implement interventions for elimination. CHAI works closely on a day-to-day basis with CMPE at central and provincial levels to identify which commodity-dependent interventions would be most effective, where these interventions should be applied, and the type and volume of commodities that malaria programs will require to achieve programmatic goals.


Overview of role

 

CHAI is seeking a highly motivated Procurement and Supply Chain (PSM) Associate who will work with government staff and partners to make key commodities routinely available, in the right quantities, at the required points-of-care. The Associate will work with stakeholders on supply chain planning at the national and sub-national levels, with a focus on knowledge transfer and “leave behind” tools and interventions that can be owned and managed by government staff.

  • This position will work with the National Center of Malariology, Parasitology and Entomology (CMPE) Logistic team to ensure that malaria commodities are 100% available in all points of care, accurately captured in the national data systems, and that essential activities such as quantification, procurement planning, distribution planning, and monitoring & evaluation (M&E) are confidently managed by the CMPE staff.
  • This position will also support the CMPE Entomology team to conduct high-quality quantification, distribution, and M&E of insecticide-treated nets (ITNs) to protect at-risk populations against malaria transmission.
  • This position will further support the national integration of the public health supply chain as enacted since 2015, helping national health programs, and other partners to have all products well-managed in the national eLMIS and effectively distributed in the same system.

CHAI places great value on the resourcefulness, tenacity, patience, humility, and high ethical standards of its staff. The successful candidate must be committed to producing results and working independently, able to manage multiple tasks at once and make sound decisions regarding data analysis without daily supervision. They will have solid fluency with analytical software (e.g., MS Excel, SAS, STATA, SPSS, R being an advantage), and will be capable of conducting rapid quantitative analysis and communicating the results to decision-makers. They will have a good understanding of supply chain strategy and design.

Finally, the successful candidate will be highly skilled at problem-solving and relationship building, and must have excellent communications skills as they will be working closely with government counterparts.

Responsibilities

Direct support to CMPE for malaria case management commodities:

  • Assist CMPE Logistics team to conduct the annual quantification of malaria commodities and to review and validate the outputs together with partners, including:
    • Coordinating closely with other team associates to ensure that all programmatic changes are reflected in the quantification, including VMWs integration plans, stock base needs, new products, and additional programmatic activities
    • Completing handover of the CHAI-built Excel tool to CMPE Logistics, including Excel training and ongoing involvement in the quantification process
  • Help CMPE Logistics team conduct the quarterly supply review and adjust the procurement plan as needed
  • Ensure adequate distribution of commodities to all warehouses, health facilities, and village malaria workers (VMWs) through eLMIS, planning, data analysis and visualization
    Track the supply chain M&E indicators to quickly respond to any stock problems; monitor progress and impact over time, and routinely report findings
  • Work with the CHAI Provincial Officers and the Provincial & District Health Office staff to improve stock management and ensure that all malaria products are actively managed with mSupply
  • Work with CHAI Health Informatics team to refine the DHIS2 stock dashboard with direction from CMPE Logistics team, ensure routine use, and support refresher trainings
  • Develop training materials and presentations with direction from CMPE Logistics team

Direct support to CMPE for malaria vector control commodities:

  • Ensure high-quality quantification, targeting, and prioritization of ITNs to at-risk populations
  • Support CMPE and sub-national government staff to improve the distribution and M&E of ITNs to ensure high coverage among targeted populations

National integration of the public health supply chain:

  • Work with government health programs and supply management staff to ensure all health commodities in public stores and facilities are well-managed in mSupply and delivered effectively to points-of-care, including:
    • Compiling information on registration, quantification, procurement and distribution processes and timelines for health programs and document key gaps and recommendations for CHAI’s engagement.
    • Monthly monitoring of each program’s use of mSupply to ensure active stock management in the integrated system
    • Supporting CHAI health program teams with planning and use of eLMIS
  • Support the CHAI Emergency Operations Center (EOC) team with the EOC stock dashboard review and planning development
  • Ongoing work includes identifying data and capacity gaps that impact procurement, supply, and distribution systems, and working with the CHAI team and government staff to build solutions that fit the needs of health programs in the context of the national health system
  • Other responsibilities as needed
Qualifications
  • Bachelor’s degree required, and 3+ years working in health commodities management, public health, business, management consulting, health commodity market intelligence, finance or a public sector advisory position in a related field
  • High level of proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Experience working in an international context and/or entrepreneurial environment
  • Strong written and oral communication skills in English, with the ability to prepare compelling presentations and memo documents
  • Good analytical (qualitative and quantitative) and problem-solving skills
  • Ability to think strategically and anticipate future consequences and trends
  • Ability to work well both independently and as part of a multidisciplinary team
  • Ability to be effective and flexible in a fast-paced work environment, to handle multiple tasks simultaneously and to effectively prioritize
  • Ability to travel up to 50% within Laos as needed
  • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission

Advantages:

  • MPH, MS in public health, public policy, supply chain management, or experience working in public health, particularly with an analytical focus (epidemiology/statistics)
  • Experience in using advanced analytical software (e.g., SAS, STATA, SPSS, R)
  • Experience in producing accurate demand forecasts in the public or private sector
  • Graduate degree in supply chain or logistics
  • Experience working with logistics management (eLMIS) and/or health information (DHIS2) systems
  • Experience working on health-related initiatives with data visualization applications

  • Knowledge of major global infectious disease problems
