This position is located in the Social Policy Section (SPS) of the Gender, Poverty and Social Development Policy Division (GPSPD) in the United Nations Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The Economic Affairs Officer reports to the Chief of the SPS.
The GPSPD is headed by a Director and reports to the Deputy Executive Secretary (Programme). The Division is responsible for contributing towards achieving inclusive and equitable sustainable human and social development in Africa and promoting and supporting the Member States in their work to achieve gender equality and women's empowerment. It is divided into three main sections: Gender Equality and Women's Empowerment; Social Policy; and Urbanization and Development.
The GPSPD supports the Member States to design, implement and monitor policies and strategies to achieve gender equality and women’s empowerment in Africa, and accelerate their implementation of global and regional gender-related commitments for the empowerment of women and girls. It also supports member States in the design and implementation of gender-responsive national and sub-regional policies, programmes and strategies to eradicate extreme poverty and reduce inequality in order to achieve inclusive and equitable human and social development. Some key areas of emphasis include social protection, health, migration, demographic transition, youth, ageing and urbanization. The Division undertakes research and analysis to generate the evidence base for policy design; provides technical advisory support to member States in the design, implementation and monitoring of policies; and promotes policy dialogue, learning and exchange in these areas.
Within delegated authority and under the overall direction of the Director of GPSPD and the direct supervision of the Chief of SPS, the duties and responsibilities of the Economic Affairs Officer are as follows:
Economic or sector analysis:
• Monitors economic developments in relation to social and health policies and identifies recurrent and emerging issues of concern to the United Nations.
• Designs and conducts studies of social and health issues in economic development and draft resulting reports.
• Interprets and applies results of econometric modelling to analysis of economic prospects and policies related to Africa’s social and health priorities.
• Develops draft policy recommendations pertaining to social and health development in Africa.
• Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on key social and health development issues.
• Prepares speeches and other inputs for presentations by senior staff.
• Provides substantive support on economic issues to intergovernmental bodies.
• Represents organizational unit at international, regional and national meetings.
• Designs and monitors technical cooperation projects related to social and health development in Africa
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
• Prepares global, regional, national or sector economic analyses that provide a basis for advising national governments on social and health development issues.
• Conducts training seminars and workshops for government officials and others.
• Formulates technical modalities for the evaluation of individual technical cooperation projects.
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
• Undertakes on-the-job and other training activities, both internally and externally.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, and application of economic principles in development programmes or related areas is required.
Experience in undertaking policy research in the areas of social and health development is desirable.
Experience in undertaking quantitative economic analysis is desirable.
Experience in technical assistance delivery to member States is desirable.
Work experience in the African region is desirable.
