Organizational Setting

The Food and Agriculture Organization is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO in Bangladesh has been implementing activities in close cooperation with the Government of Bangladesh since its establishment in 1978. FAO’s goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active healthy lives. The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing several projects in various countries in Africa. Within the ECTAD framework, the Animal Production and Health Division (AGA) is closely working with the Emergency and Resilience Division (PSE) under the Strategic Program 5 to support various aspects of the animal health programme of FAO, including the Emerging Pandemic Threats (EPT-2) and Global Health Security Agenda (GHSA) Programmes.

Reporting Lines

Under the general supervision of the FAO Representative (FAOR) in Bangladesh and the technical guidance and direct supervision of the of the ECTAD Bangladesh Country Team Leader, the National Programme Specialist - Programme Development and Reporting, SC-8 will Support the ECTAD Country Team Leader in the day-to-day management of the projects under the ECTAD and Ensure information sharing and regular coordination between ECTAD programme management with national government counterparts, donor representatives, implementation partners, and other UN agencies for smooth implementation of the programme.

Technical Focus

Coordinate the overall programme support, and reporting required for the various internal and external logical frameworks which ECTAD Bangladesh programme activities contribute to, and ensure continuity and uniformity of ECTAD Bangladesh best implementation practices across all programme support staff, undertaking external communications, representing ECTAD programme, and supporting general coordination and liaison work.

Tasks and responsibilities

  • Support the ECTAD Country Team Leader in the day-to-day management of the projects under the ECTAD programme;
  • Ensure information sharing and regular coordination between ECTAD programme management with national government counterparts, donor representatives, implementation partners, and other UN agencies for smooth implementation of the programme;
  • Represent the ECTAD programme in local forums related to the programme activities and report back to Country Team Leader;
  • Provide strategic input for preparing briefing materials, including the development of programme strategy documents, presentations, and related documents in consultation with the technical team and ECTAD Country Team Leader;
  • Manage the preparation and implementation of the annual results-based work plan, budget, and result frameworks as agreed with government partners in close coordination with technical and operational teams;
  • Support ECTAD Country Team Leader in identifying and developing new proposals for resource mobilization and donor outreach;
  • Research, draft, and present any other documents necessary for project development, reporting, and donor liaison purposes
  • Keep accurate and pertinent records of all correspondence, project development and reporting files, and administration information;
  • Prepare talking points for the high-level coordination meetings/events across the management structure; Manage and provide day-to-day supervision of the communication and translation teams;
  • Support recruitment by preparing job descriptions, posting ads and managing the hiring process, and monitoring performance;
  • Monitor programme implementation in the field in close coordination with assigned technical advisors to individual projects and programmes;
  • Promote the learning culture and life-long learning environment that empowers team members to exchange knowledge and continually develop professional skills;
  • Review reporting requirements for, and ensure programme compliance with each logical framework that the ECTAD Bangladesh programme contributes to, including the GHSP M E framework, the GHSP work plan, and action packages, the project logical frameworks, the global AMR framework, and the FAO Bangladesh Country Programming Framework;
  • Prepare project-specific progress, M&E, and terminal report for subsequent operational and technical clearance;
  • Provide support impact evaluation exercises, including the provision of necessary logistical or documentation support;
  • Support the programme and communication team to extract lessons learned and best practices and document case studies that demonstrate qualitative and quantitative changes over the period;
  • Oversee the information system required for the management of data necessary to calculate the various process, output, and impact indicators required of each of the logical frameworks;
  • Communicate with each technical team to ensure timely and correctly formatted submission of inputs to project progress and M&E reports;
  • Perform such other duties that may be assigned by the Country Team Leader;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Completed advanced degree from an accredited academic institution, preferably in Development Studies, Business Administration, Communication, Sociology, Anthropology, International Relations, or Economics;
  • At least six (6) years of proven experience in programme development, implementation, monitoring, and evaluation;
  • Working knowledge of the English language [i.e. spoken and written], fluency in Bengali would be an asset.
