Organisational Context

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. IDLO is the only global intergovernmental organisation exclusively devoted to promoting the rule of law and access to justice.

With its headquarters in Rome, Italy, a Branch Office in The Hague, Permanent Observer Missions to the United Nations in New York and Geneva, and 18 Country Offices across the globe, IDLO carries out policy advocacy, research, and the rule of law and justice programmes, operating in every region of the world. 

The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development.  It is responsible for implementing IDLO’s global Programme portfolio for field and non-field locations in line with organisational strategy.

Under the supervision of the Field Programme Manager, the Programme Coordinator will assist in the management and supervision of programme implementation of the Somalia Justice Support Programme (SOMJUST).

Summary of Functions

  1. Support day-to-day Programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures;
  2.  Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
  3. Programme Development and Programme Representation.

Key results expected 

1.       Support day-to-day Programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.

  • Manage the coordination of work and information between IDLO Offices.
  • Support development of implementation plans using standardised Programme cycle management tools, logic models and frameworks, work plans, and others;
  •  In coordination with the Field Office, monitor daily Programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
  • Draft, collate and provide input for the finalisation of internal and external reports, in collaboration with the field office; coordinate the approval and submission of Programme reports; ensuring these highlight the value and impact the Programme/activity brings;
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with HR, support in the timely identification and screening of Programme consultants/contractors and processing contracts.

2.       Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting the appropriate department on potential compliance issues. Monitor compliance with Programme contracts and subcontracts;
  •  Under the leadership of the Evaluation Unit, support the evaluation of Programmes;
  • Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.

3.       Programme Development and Programme Representation.

  •  Represent IDLO in Programme events, and under the supervisor's guidance, build relationships and liaise with donors, UN agencies, government institutions, CSO's and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs.
  • In coordination with the supervisor, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio in line with country/regional/organisational strategies;
  • Responsible for the design of implementation plans using standardised Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others

IDEAL CANDIDATE PROFILE

Education and Work experience

  • Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences;
  • 3-5 years of relevant professional experience, ideally within an international organisation;
  • Professional experience in capacity development and Rule of Law Programming would be an asset.

 Languages

  • Excellent oral and written communication skills both in Somali and English.

 Specific knowledge, skills, and competencies

  • Familiarity with standard programme and data management methodologies, tools, and processes, as well as results-based management and monitoring and evaluation principles.
  • Proven experience working on initiatives focusing on justice sector reform, promoting the rule of law and access to justice.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
  • Works well with others and actively participates. Shares information contributes, encourages and motivates others to participate in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation.  Works effectively across and within IDLO organisational boundaries.
  • Excellent written and verbal communication skills.
  • Proven ability to see through tasks set and deliver results.
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Ability and willingness to travel to the region, if necessary.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

In addition, IDLO shall offer a yearly basic salary, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorisation permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
