Org. Setting and Reporting

This position is located in the Financing for Peacebuilding Branch of the Peacebuilding Support Office (PBSO) in the Department of Political and Peacebuilding Affairs (DPPA). The Administrative Officer reports to the Branch Chief in the Financing for Peacebuilding Branch and may report to the Administrative Officer in the Office of the Assistant Secretary-General as needed. The focus of this post is to be the main coordinator for all administrative work in the Branch and assist with interface of Multi-Partner Trust Fund Office in the United Nations Development Programme (MPTFO/UNDP) on administrative matters. The Administrative Officer may supervise the Administrative Assistant and additional staff as needed.

PBSO was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). Based on the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the Secretary-General created PBSO which comprises of the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch. PBSO is headed by an Assistant Secretary-General (ASG). The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resource Management
• Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Effectively coordinates actions relative to the administration of non-staff Branch members such as consultants, contractors, interns, UNVs, Non-Reimbursable Loan Agreement holders and others

Budget and Finance
• Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
• Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
• Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
• Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
• Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
• Provides guidance and leadership to more junior staff.

Grant Management
• Grant management for different fund streams.
• Monitor database to interface PBF Country Project with PBSO reporting requirements.
• Support for administrative relationship with MPTFO/UNDP, including contributions to cost-plan preparations.
• Support for programmatic relations with MPTFO/UNDP, forwarding financial transfer request and monitoring communications and progress.

General Administration
• Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Administrative support to the Group of Friends (Member States contributors to the PBF) including for organization of quarterly meetings and organization of programme country project visits
• Administrative support to the work of the PBF Advisory Group, including organization of meetings and travel Reviews adequacy of departmental space requirements.
• Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
• Performs other related work as required.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, human resource management or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, human resources management, project or programme management or related field is required.

Experience in the application of budgetary policies and practices in utilizing various steams of funding and following financial regulations and rules is required.

Experience in staff and non-staff selection systems, managing staffing tables, or similar human resources management is required.

Experience working in UN systems, comparable international organizations or in international multicultural environment is desirable.

Experience in handling confidential information is desirable.

Experience with Enterprise wide resource management tools such as (SAP, Umoja, Atlas or other similar enterprise wide ..) is desirable.

Experience in Grant or Project Management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment
