ORGANISATIONAL CONTEXT

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. Monitoring and Evaluation (M&E) exercises at IDLO follow the international OECD DAC standards. Project monitoring is an integral part of the project cycle and a prerequisite for successful results-based management (RBM) by periodically assessing the extent of the overall project progress (at the input, output and outcome level) and generating important information on the project advancement and allows for necessary adjustments. It also creates essential data for a higher level of appraisals as, among other things, mid-term reviews and (impact) evaluations. Within this context, IDLO strives to strengthen and coordinate its internal project monitoring system across all its activities.

THE POSITION

Under the supervision of the Field Programme Manager, the Monitoring and Reporting Associate will work in close collaboration with relevant staff of the Country Office and with the Senior Programme Coordinator in HQ. The Monitoring and Reporting Associate will collect and analyse data, enabling results-based reporting and internal learning and will facilitate both mid-term assessments/final evaluations and the development of complementary interventions. 

Primary Functions

1) Monitoring and Evaluation

  • Support Field Programme Manager with analysing baseline data and developing narratives, SMART indicators, and targets.
  • Support the development and implementation of the project/programme MEL plans, analysing the information captured through the monitoring framework, the indicator tracking table, the risk register, and the other data collection tools. Facilitate identifying information/data to be included in the donor progress reports.
  • Aggregate, analyse and upload training data in the Training Information Management System (TIMS).
  • Support evaluation teams, share relevant documentation, and facilitate in-country visits. 

2) Reporting

  • Analyse TIMS data and summarise information to be included in donor program reports.
  • Support the Field Programme Manager in developing Real-Time Monitoring reports, aggregating and analysing data in the technical reports submitted by IDLO’s Consultants.
  • Facilitate final review of donor program reports, ensuring that data captured through the M&E Framework is included.
  • Support the Field Programme Manager in developing success stories and other knowledge management products.

IDEAL CANDIDATE PROFILE

Education and Experience

  • An undergraduate degree in Social Sciences, International Relations, Economics, Business Administration, Statistics, or related studies is required.
  • At least three years of experience in the field of monitoring and reporting.

Languages

  • Fluency in Arabic and English is required. Working knowledge of French is required.

Specific knowledge, skills, and competencies

  • At least three years of experience in monitoring and evaluation with an emphasis on project monitoring in an international organisation. Experience in the justice and security sector is an asset.
  • Demonstrated knowledge of M&E frameworks, data analysis, synthesis, and report writing.
  • Excellent knowledge of M&E standards (in particular, the OECD DAC framework).
  • Excellent understanding of key performance indicators and tracking of indicators.
  • Demonstrated capacity to use project M&E tools (including monitoring framework, work plan and budget, risk register);
  • Computer skills, demonstrating competency in managing complex data sets.
  • Proficiency in writing results-oriented progress reporting.
  • Availability to travel both in-country and abroad.
  • Ability to respond timely to queries and provide feedback.
  • Ability to work under pressure with tight deadlines, flexibility and entrepreneurial spirit.
  • Self-motivated and dynamic, willing, and able to take the initiative to assist the organisation in achieving its objectives.

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

In addition, IDLO shall offer a yearly basic salary of USD 13,572, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorisation permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
