Context

The North America Outreach team of International IDEA includes the New York Office of the Permanent Observer to the United Nations (UN) and a newly opened Washington D.C.-based programme.

The New York Office supports the UN in its work by contributing to policy debates on democracy and promoting multilateral dialogue. The new Washington D.C.-based programme seeks to strengthen the outreach of International IDEA in the United States (US) through strategic partnerships and promotion of International IDEA’s data and global knowledge production on democracy to a US audience. It also uses International IDEA’s global democracy analysis to help understand challenges to United States democracy from a global comparative perspective.

Between 2021 and 2023, the North America Outreach team has also been coordinating International IDEA’s contribution to the Summit for Democracy (S4D) convened by the US government. As part of the S4D effort, International IDEA conducts analysis and produces knowledge of relevance to the Summit process. For example, in 2022, International IDEA launched a Summit for Democracy Commitment Dashboard that aims to facilitate the monitoring of S4D commitments. It also plans to play an active role in an election cohort in process of formation.

International IDEA also convenes a multistakeholder Global Democracy Coalition with more than 70 democracy organizations from around the world to engage constructively with the Summit for Democracy process and enrich its discussions. Ahead of the First Summit for Democracy in 2021, the Coalition convened in a virtual forum where 47 organizations and +250 speakers from non-governmental and multilateral organizations, academics, and democracy activists came together in a series of webinars to discuss a broad range of democracy on issues. The Forum sought to provide a platform for voices, actors and issues that were not part of the official S4D and aimed to contribute to broadening and enriching the discussions of the S4D.

The Associate Programme Officer will support the various activities of the North America programme, in particular the activities of the Global Democracy Coalition, the Summit for Democracy activities and other activities of the programme. 


Duties and Responsibilities

  • Supports the implementation of the Coalition’s action plan for 2022/2023, together with member organizations;
  • Regularly updates the Coalition’s website and updates the Coalitions newsletter with relevant information from partner organizations;
  • Regularly updates the forthcoming Digital Democracy Resource Platform of the Coalition and the web-based interactive Coalition Partners map of activities;
  • Supports the coordinator in maintaining and nurturing partnerships within the Coalition, keeping and updating the membership list; responding to member requests; supporting in the organization of periodic Coalition meetings; responding to external membership requests and information;
  • Supports coordinator in maintaining a close working relationship with co-coordinators and the Coalition’s Steering Group, including through regular coordination meetings;
  • Supports internal and external communications for the Coalition, including social media engagement, website maintenance, updates on Yammer, International IDEA’s website and possible new activities under the action plan;
  • Supports the coordination of the second Global Democracy Coalition Forum in 2023 ahead of the second Summit for Democracy.
  • Provides administrative and logistical support, including the scheduling and organization of in-person, virtual and hybrid events, booking venues and travel and notetaking from meetings;
  • Contributes to results reporting and to the development of funding proposals;
  • Supports the development of knowledge and communications products, including conducting research, developing graphs and infographics;
  • Supports the development and regular content updates of the Summit for Democracy Commitment Dashboard.
  • Supports with compiling and maintaining databases for the S4D commitment dashboard;
  • Checks for updates and synergies with International IDEA’s forthcoming Global Democracy Monitor to feed the dashboard with relevant data and information on commitment implementation;
  • Scans coalition partner organizations and other civil society actors and their websites for relevant information and data to help track S4D commitments for regular uploading and feeding of the dashboard.
  • Supports the North America programme Head in activities related to the Summit for Democracy.

General Profile

  • Requires good knowledge, excellent skills and initial experience in their field;
  • Will contribute to assigned projects in different aspects of the project life cycle, more specifically will conduct research and analysis, will draft various documents (articles, concept notes, agreements, etc.) and will support the projects vis-à-vis all internal and external stakeholders;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Acts in accordance with International IDEA’s core values; Respect, Integrity and Professionalism;
  • Integrates a gender and diversity perspective in all activities.

Education and Experience

  • University degree in Social Sciences, International Relations, Political Science or related field;
  • A minimum of three (3) years of professional experience, preferably within the context of an international organization or NGO working in the field of democracy or human rights, including substantial internship(s);
  • Experience and knowledge of democratization and good governance, including the development and implementation of such projects;
  • Experience working on donor-funded projects and writing progress and evaluation reports;
  • Knowledge of at least one region in which International IDEA is active, ideally North America
  • Knowledge, understanding and research experience on democracy in the United States would be considered an additional asset.
  • Communication skills, including social media engagement, basic web content and basic graphic design skills (i.e. event flyers and infographics in Canva);
  • Fluency in written and oral English is required; fluency in another language would be a considerable asset.

Terms of Contract:

  • Local post
  • One (1) year fixed term appointment
  • Remuneration - USD 4 783 per month (gross) + benefits

Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in the United States for the duration of the contract. International IDEA is not able to support work permit applications.
