Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.

For the purpose of strengthening the capacity of the HR Division to provide timely, dedicated and efficient support to the recruitment and administration of ExB project staff and consultants, the Mission is looking to hire a Human Resources Assistant on temporary basis. 
 


Tasks and Responsibilities:

Under the supervision of the National Human Resources Officer, the incumbent will be responsible for assisting in all administrative matters related to recruitment, administration of contracts and staff entitlements, and administration of Special Service Agreements for consultants, for the needs of the Mission's Extra Budgetary (ExB) projects. 


More specifically: 

1.    Assisting the National Human Resources Officer in all administrative matters related to recruitment of ExB staff (fixed-term, short-term and consultants), in particular: 

a. Drafting vacancy announcements on the basis of classified Job Description/ToR, and entering requisitions in the Taleo recruitment platform;
b. Pre-screening applications against relevant criteria and drafting long lists of candidates for review and approval of the National Human Resources Officer;  
c. Arranging written tests and interviews with candidates, acting as Secretary in Selection boards; drafting interview questions; performing reference checks, and drafting final decision documents;
d. Performing actions in Taleo, such as updating the status of applicants to reflect recruitment steps/stages and informing candidates of results, as appropriate.

2.    Assisting with the administration of contracts, benefits and entitlements of ExB Mission Members, in particular:

a. Providing guidance and advice on the OSCE Rules and Regulations and relevant instructions related to the use of applicable benefits and entitlements (including health and social security schemes, step increments, travel entitlements, etc.);
b. Administering onboarding, contract extension and separation of ExB staff; 
c. Processing various absence requests and maintaining accurate accrual balance of these entitlements in IRMA and internal systems;

3.    Administrating Special Service Agreements for consultants hired for the needs of the ExB projects, preparing contracts, registering them in IRMA and handling the HR part of evaluation and payment;  

4.    Performing records management functions concerning ExB staff such as filing, archiving, etc.

5.    Performing other duties as assigned.


Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education supplemented by formal training in administration/human resources management; 
  • Minimum 4 years’ experience in administrative work, with at least one year in human resources field/talent acquisition, preferably obtained in an international organization;
  • Computer literate with practical experience with Windows packages and ERP systems; Experience working with TALEO will be considered an advantage;
  • Excellent written and oral communication skills in English and in local languages, with an ability to synthesize  information and draft documents;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
     

 

Remuneration Package:


Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.00. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

The engagement will be on temporary basis for a period of approximately 6 months.
