Background

UN Women Georgia Country Office, as part of the UN Country Team, has been providing technical and financial assistance to national partners related to the country’s national and international commitments to women’s rights and gender equality. Key areas of UN Women’s support include ending violence against women and girls, women’s participation in decision-making, economic empowerment of women, and the enhancement of women’s participation in peace and security processes. UN Women has been working with a wide variety of national and international development partners, including other UN Agencies and Programmes.

In June 2015, UN Women launched a website “Georgia.unwomen.org”, which is providing information about UN Women’s work in Georgia. The website is bi-lingual, Georgian and English. To ensure high quality of the Georgian version of the website and of the other materials published by the UN Women Country Office, a native speaker (Georgian) editor/ proofreader will be recruited.

Duties and Responsibilities

The duties and responsibilities of the National Consultant are:

  • To edit and proofread materials submitted by UN Women Georgia team in Georgian (news and stories, studies, reports, communications materials and alike) with high quality and in agreed timelines*;
  • To ensure that the meaning is not altered because of editing (and if such is necessary to discuss proposed change with relevant UN Women staff);
  • To ensure the natural flow of text, especially while editing texts translated from different languages to Georgian;
  • To liaise regularly with the Communication Officer and/or Programme Specialist (depending on the documents).

Up to 2000 pages (1 page = 2,000 characters without space) per year

Deliverables:

  • To deliver materials/ documents within a timeframe agreed with the UN Women Communication Officer and/ or Deputy Country Representative
  • To provide quarterly summary reports of deliverables/ services provided to the UN Women Communications Specialist and UN Women Administrative Assistant (for quarterly payments against approved deliverables).

Required Skills and Experience

Education:

  • University degree (at least Masters) in Georgian language and/or literature, journalism or other humanitarian fields.

Experience:

  • At least 5 years of experience as an editor/ proofreader;
  • Proved experience of editing (applicants will be required to provide samples of their editing work that was published) publications;
  • Experience working with texts related to human rights/ gender equality issues is an advantage.

Language:

  • Georgian (native);
  • English (fluent)

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Masters) in Georgian language and/or literature, journalism or other humanitarian fields;
  • At least 5 years of experience in Georgian editing (samples of published texts required) publications;
  • Fluency in English. 

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Masters) in Georgian language and/or literature, journalism or other humanitarian fields (max 40 points);
  • At least 5 years of experience as an editor (max 110 points);
  • Proved experience of published texts edited by the applicant (max 110 points);
  • Experience of editing text related to human rights / gender equality issues (max 60 points);
  • Fluency in English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The selected candidate will report to and work under direct supervision of the UN Women Communication Officer and/or Programme Specialist

Financial arrangements:

Payment will be disbursed upon submission of quarterly summary reports and the approval of deliverables by UN Women Communication Officer and/or Programme Specialist that the services have been satisfactory and timely performed
