1.     Organizational Context

 

  1. Organizational Setting

 

The post is located in the IT Technical Division, Information and Communication Technology Department, Administration, Finance and Management Sector.

 

The IT Technical Division (ITTD) is responsible for ensuring the maintenance, development and secure operations of the Organization's ICT platforms hosting all of WIPO's internal and outward facing business systems.

 

In May 2018, WIPO adopted a "Cloud First" policy and established a Cloud Management Unit (CMU) to coordinate the cloud transition activities. Subsequently, the Cloud Transition Project was initiated. At present, the CMU is part of ITTD.

 

  1. Purpose Statement

 

We are entering Phase III of the Project, which foresees the migration of further business applications and moving cross-cutting applications and services to the cloud.

 

To support this transition, a strengthened governance mechanism is proposed in the form of an internal Cloud Center of Competence in order to\: (i) secure the provision of architectural competences and oversight for the migration of major business applications; (ii) drive effective development and operations (DevOps) practices, operations and platform management; (iii) manage financial aspects of the transition; and (iv) procure and start a Managed Services contract for Cloud operations.

 

The position is responsible for designing and supporting the migration of a significant number of business applications from WIPO's legacy infrastructure to the cloud environment and for planning, engineering and executing migration of an existing application farm to the cloud.

 

This position will also be responsible for strategizing cloud architecture and scalable solutions including choice of orchestration & container platforms.

 

  1. Reporting Lines

 

The incumbent works under the supervision of a Senior Cloud Architect.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Participate in the design and architectural decisions for business applications to be deployed in a cloud environment;

 

b.  Work closely with application owners in other WIPO business units, transfer knowledge and propose architectural solutions designed for successful deployment in the cloud;

 

c.  Guide application owners to ensure success in building and migrating applications, software and services following the principles cloud architecture frameworks;

 

d.  Work with the operations team to implement system changes;

 

e.  Implement, manage, and support technical processes for deployment of infrastructure, automation of deployment and operations and related practices;

 

f.   Document all components of the infrastructure, document changes and follow change control management procedures;

 

g.  Ensure all cloud architecture designs are compliant with security policies and standards;

 

h.  Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

First-level university degree in Computer Science or another Science, Technology, Engineering or Mathematics (STEM) discipline.

 

AWS Solution Architect Certification\: Associate.

 

Education (Desirable)

AWS Solution Architect Certification\: Professional.

 

ITIL certification.

 

Experience (Essential)

At least six years of experience as a Solutions Architect, with at least three years in design and implementation of scalable, distributed cloud applications.
 

Proven AWS Cloud architecting experience, including refactoring or re-platforming applications for migration to AWS cloud, leveraging PaaS and FaaS.

 

Experience designing cloud-native applications and working with Containers and Microservices.

 

Experience in setting up and managing complex cloud landscapes making use of the tools below. Hands-on experience required.

-        IaC tools such as AWS CloudFormation or Terraform.

-        container orchestration tools such as OpenShift and Kubernetes.

-        DevOps toolchain such as Jira/GitHub/Jenkins/Liquibase.

-        automation tools like Chef/Puppet/Ansible.

 

Experience (Desirable)

Application development background.

 

Microsoft Azure experience or certification.

 

Working experience in the context of an international organization.

 

Language (Essential)

Excellent written and spoken knowledge of English.

 

Language (Desirable)

Knowledge of other UN official languages, particularly French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the July 2022 rate of 73.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
