ABOUT THE JOB

In 2022, DRC Afghanistan significantly scaled up its portfolio of programmes in line with the increase in needs following the large-scale crisis resulting from the collapse of the government in August 2021.

With this consultancy, DRC aims at acquiring additional surge support to the DRC Afghanistan MEAL team. The selected consultant will provide in person or remote support to the MEAL team with the development of high-quality information products, including monitoring and evaluation reports, case studies, learning briefings, and – where required – assessments reports, conducted in collaboration with programme teams. Based on the request from the MEAL Manager, the selected consultant may also engage in the review of tools and methodologies for the monitoring and evaluation of ongoing/future activities and to provide inputs in project proposals.

Responsibilities:

Throughout the consultancy period, the selected MEAL Specialist will be supporting the Afghanistan MEAL team with the following:

  • Review of tools and methodologies related to ongoing/planned assessment, evaluations, and monitoring exercises
  • Analysis of data collected by the MEAL and programme team across the country
  • Drafting of high-quality reports and information products, including inputs in donor reports, baseline/endline reports, evaluation reports, case studies, learning briefings, needs assessments, sector-specific assessment reports, etc.
  • Provision of inputs in project proposals, including the design of tailored monitoring and evaluation plans for new projects and activities

ABOUT YOU

To be successful in this role you must have:

Key Deliverables:

  • Development of MEAL tools and methodologies relevant to ongoing MEAL activities
  • Analysis of data collected by MEAL and programme teams
  • Drafting of High-quality reports and information products
  • Inputs in donor reports and proposal

  • MEAL team
  • Head of Programme
  • Technical Unit (Technical Coordinators and Specialists)

  • Programme teams in area offices
  • Donors and partners

Experience and technical competencies: 

  • Minimum of 5 years of experience in Monitoring and Evaluation and/or research in humanitarian settings
  • Minimum of 5 years of experience working within an International NGO or UN organization
  • Excellent English written and verbal communication and writing skills.
  • Strong inter-personal, communication, and leadership skills
  • Commitment to DRC Code of Conduct and Safeguarding policy

Desired

  • At least 5 years experience working in at least one or more of the following sectors:  Livelihoods, Protection, Cash-based programs
  • Advance skills in KOBO, Excel, STATA, PowerBI (or other related software)

Education/qualifications:

  • Masters degree in Statistics, Economics, International Development, Mathematics, or related field.

Languages:

  • Professional fluency in written and spoken English;
  • Understanding of local languanges (Dari and Pashto) an asset
